The U.S. Government is seeking competitive lease proposals for fully finished, optionally furnished administrative office space in Philadelphia, PA, within a delineated area bounded by Arch Street, Walnut Street, N/S 3rd Street, and N/S 23rd Street. The required contiguous space must be 5,200–5,460 ABOA SF, modern and high-quality, at minimum FSL II, with reserved parking for 3 government-owned vehicles, and no collocation with law-enforcement or tax-collection tenants. The lease term is 5 years with 3 years firm, occupancy cannot begin before July 2027, and offers are evaluated on a lowest-priced, technically acceptable basis under a 10-year / 5-year firm occupancy term, with $0.01 shell rent required in years 6–10 for the 5-year/3-year-firm option. The tenant improvement allowance is $70.15 per ABOA SF and building specific amortized capital is $12.00 per ABOA SF, each amortized over 3 years. Existing systems furniture may be offered at no additional cost, but it is optional, not required for technical acceptability, and not evaluated for award.
