GSA Public Buildings Service U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State: Maryland City: Hagerstown Delineated Area: Starting at the border of Maryland and Pennsylvania, head southeast on Interstate 70, travel east on Interstate 70 to Route 40, north on Route 40 as it turns into East Franklin Street, to North Burhans Blvd., to Pennsylvania Avenue/Route 11, to the state border of Maryland, traveling westbound on the Pennsylvania/Maryland border and ending at Interstate 70. Minimum Sq. Ft. (ABOA): 390,000 Maximum Sq. Ft. (ABOA): 400,000 Space Type: Warehouse and Office Parking Spaces (Total): 25 Parking Spaces (Surface): 25 Parking Spaces (Structured): 0 Parking Spaces (Reserved): 25 Full Term: 15 years Firm Term: 15 years Option Term: N/A Additional Requirements: Parking spaces and exterior drive lanes shall be surrounded by a secured perimeter fence with automatic gate openers and vehicle barriers as necessary Warehouse space requires drive-through access through a minimum of two oversized doors (minimum of 20 feet wide by 18 feet high); "drive-through" shall accommodate tractor-trailers/moving trucks In addition to drive-through access, interior of space shall be configured to allow tractor-trailers/moving trucks to park completely inside the building to offload goods and materials Building shall be equipped with three loading dock doors Warehouse space requires a clear ceiling height of 36', which is required for the stacking of crates/boxes and related shelving Space shall be equipped with a ventilation system to provide proper ventilation and exhaust based on the use of the space in order to maintain safe and healthy conditions for occupancy Warehouse portion of space shall be heated to maintain temperatures of at least 60 degrees F during the heating season Warehouse floor load shall be sufficient to provide support for forklifts and HS20-44 lane loads; floor load shall be a minimum of 350 lbs/sf if ceiling height is 36' clear; if ceiling height exceeds 40' clear, the floor load shall be 400 lbs/sf Warehouse space shall have a light level of 30 foot candles at 3 feet above the warehouse floor Action: Choose whether or not a fully serviced lease is required. Also choose 100 year floodplain unless requirement is identified by agency as a critical action. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is not required. Offered space shall not be in the 100 or 500 year flood plain. Action: for fbo postings, insert the following language only for potential sole source succeeding lease actions. Consideration of "non-productive agency downtime" in a CBA should be rare. The U.S. Government currently occupies warehouse, office, and related space in a building under a lease in Hagerstown, Maryland, that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
