As such, this document only contains sections of the intended contract for which the General Service Administration is seeking public comments and questions via A3draftRFP@gsa.gov. This document is not an official RFP from the Government and does not constitute a request for offers. All comments or questions received are on a voluntary basis. The Government will not reimburse any costs attributed to responses. We encourage interested parties to review this draft soliciation and provide feedback using the attached Alliant 3 GWAC Draft RFP Response Template. The Government will consider any comments or questions received prior to January 6, 2023 by 12 pm (noon) Eastern Standard Time (EST). Attached is the first release of Government responses to comments and questions provided by the public. The Alliant 3 Draft RFP will remain open for comments, questions, and feedback through January 6, 2023. Please continue to use the Alliant 3 GWAC Draft RFP Response Template and submit all comments and questions to A3DraftRFP@gsa.gov. 01/05/2023 Notice: An amendment is issued to the Request for Information (RFI), Alliant 3 Draft Request for Proposal (RFP) to include section L.5.7, Volume 7, Sustainability-Related Disclosures. The amendment includes 3,500 points for sustainability-related public disclosures of greenhouse gas (GHG) emissions for scope 1 and 2 (1,750 pts.) and scope 3 (1,750 pts.). For more information on the updated self-scoring please see, Section M.6 Alliant 3 Scoring Table, and attachment J.P-1 Document Verification and self scoring. To claim credit in these areas the potential offeror must provide the location of the public disclosure on its own website or third-party sustainability reporting portal (e.g. Internet URL, Carbon Disclosure Project reporting portal). The Alliant 3 Draft RFP, including amendments, is publicized solely for market research purposes. Additionally, we encourage all parties to view the Federal Acquisition Regulations (FAR) proposed rule, 87 FR 68312 (comment period extension via 87 FR 78910), Disclosure of Greenhouse Gas Emissions and Climate-Related Financial Risk at federalregister.gov. All parties interested in providing a written comment should send it to the Regulatory Secretariat Division via the Federal eRulemaking portal at https://www.regulations.gov by searching for FAR Case 2021-015. All written comments to the proposed FAR rule must be received on or before February 13, 2023. 03/03/2023: Notice: The Alliant 3 Request for Proposal (RFP) will be solicited no earlier than the First Quarter of Fiscal Year 2024 (Q1, FY24), to provide the Government sufficient time to review public responses to the Request for Information (RFI). 07/24/2023: Notice: The Alliant 3 Program has reviewed the questions and comments submitted by industry regarding Request for Information (RFI) # 1, Sources Sought, 47QTCK22N001, publicized on SAM.gov. First and foremost, thank you for providing your valuable feedback. Through this RFI process, the public provided a substantial volume of comments, questions, recommendations, and the identification of administrative errors. Subsequently, there were many duplicate questions provided in this process, and for the sake of efficiency, GSA has consolidated the duplicate questions to provide a concise response to the public (please see attachment, RFI response 7.2023). Regarding the comments that involve recommendations, administrative corrections, and the inclusion of corresponding documents and forms, GSA plans to issue a comprehensive Draft RFP in Q1, FY24. Due to the variety and differing levels of complexity of questions received, GSA will be releasing responses in phases. The questions and responses associated with this response have been reviewed and verified. Other questions requiring additional time in order to provide a complete response will be answered in a future publication. We thank you, once again, for your participation in the RFI process.
