This is a Sources Sought notice for advisory and assistance services supporting the General Services Administration (GSA’s) Office of Telecommunications Services (OTS). GSA is seeking contractors with expertise in telecommunications and data management, particularly as these pertain to service fees and taxes; regulatory issues; and emerging technologies. The focus of the effort is threefold: Regulatory Monitoring and Intervention Support -- continuous surveillance of the regulatory milieu and assistance on initiatives on open regulatory dockets impacting federal telecommunications. Telecommunications Research -- directed investigations on new telecommunications technologies, pricing arrangements, and market conditions. Taxes/Fees/Surcharges (TFS) Assessments and Allowability Tracking -- the retention, management, and analysis of data describing telecommunications taxes, fees, and surcharges (TFSs) applicable to federal accounts.
