REQUEST FOR INFORMATION GSA Federal Acquisition Service (FAS) 7QFAD Test Sets/ Controller Drawer Description 1.1 The General Services Administration (GSA) in support of the Tactical Missiles Directorate, CCAM-TM-A is seeking information from vendors who can support the HELLFIRE Missile System by providing Missile Launcher Test Set Assemblies AN/AWM (P/N 13685000) and the Launcher Test Station Controller Drawer (P/N 13592813). 1.2 Objectives of the Request for Information (RFI) Understand the level of interest and availability of potential vendors that could provide the requested turnkey solution. Understand the market’s capability to provide other products that could support the HELLFIRE Missile System Identify issues, roadblocks, and barriers to successful solution implementations. Obtain vendor feedback on if the vendor will utilize any subcontractors or teaming arrangements. Comments regarding any ambiguities or needed clarifications of the Draft Product Descriptions. 1.3 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the GSA is not at this time seeking quotes and will not accept unsolicited quotes. Responders are advised that the GSA will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on either beta.SAM.gov or GSA e-Buy (ebuy.gsa.gov). It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Background The Launcher Test Set AN/AWM-101B and the LTS Control Drawer are aircraft launcher test systems that determines the operational status of the HELLFIRE Missile Launcher. The launcher test set and control drawer are also used for production acceptance testing of the HELLFIRE Missile launchers. These parts also simulate a missile on the launcher and analyzes responses to provide operational status. 2.1 Period of performance: December 1,2022 – February 2, 2025 3.0 Responses (Capabilities Statement) 3.1 Interested parties are requested to respond to this RFI with a capability statement for their business. 3.2 Capabilities statements shall be limited to 2 pages and submitted via e-mail only to Antwoine.griggs@gsa.gov. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 3.3 The capability statement shall include the following as a minimum: 3.3.1. Contact Information - Name, mailing address, phone number, fax number, and e-mail of designated point of contact. 3.3.2. Company Data – Include a company description, DUNS number, Cage Code, and NAICS code, Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. “Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. A small business concern for the purposes of this procurement is generally defined as a business, including its affiliates, with a size standard of 750 employees. Respondees are cautioned, however, that this is a general description only. Additional standards and conditions apply. Please refer to Federal Acquisition Regulation FAR Part 19 for additional detailed information on Small Business Size Standards. 3.3.3. Core Competencies – List your qualifications and expertise in the support of the Missile Launcher Test Set Assemblies AN/AWM and the Launcher Test Station Controller Drawer. 3.3.4. Past Performance – List your past performance for which you have provided support for the Missile Launcher Test Set and Launcher Test Station Controller Drawer. No more than three (3) past performance references. 4.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide support for the Missile Launcher Test Set Assemblies AN/AWM (P/N 13685000) and the Launcher Test Station Controller Drawer (P/N 13592813) or potentially “equal to” products. The information provided in the RFI is subject to change and is not binding on the Government. The GSA has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
