This amendment incorporates the following changes: - Questions and Answers to the solicitation have been included. - Due date remains unchanged. *** SITE VISIT scheduled - See page 3 of the RFQ for details *** Please Note: It is important to submit a complete quote package. List of required documents: - Cover Sheet (See Section L of the RFQ, page 50) - Completed Section K – Representations, pages (24-49) *Note: If offeror has already registered in SAM and has completed their Reps & Certs in SAM, then for provision 52.212-3 (pages 29-43) offeror only needs to complete paragraph (b) from page 32 along with the other Reps & Certs in Section K. - Technical Conformance Statement (to include Installation/Quality Control Plan). Technical Conformance Statement shall not exceed 15 pages. Any pages in excess of the first 15 pages will not be evaluated. - Completed Attachment 1: SF18 - Completed Attachment 2: Technical Compliance Matrix and Pricing Worksheet - Completed Attachment 3: Prior Experience Worksheet This is a combined Synopsis/Solicitation for commercial item (Supplies and Services) prepared in accordance with the format in FAR Subpart 12.603, and guidance of FAR Part 12 and FAR Part 13 as supplemented with additional information included in this notice. General Services Administration (GSA) Federal Acquisition Service (FAS) Large Special Order Program (SOP) anticipates the award of a firm-fixed price (FFP) Purchase Order as the result of this Request for Quote (RFQ). This announcement constitutes the only Solicitation that will be published; quotes are being requested and a written Solicitation will not be issued. This combined Synopsis/Solicitation will be provided electronically only. The solicitation number is 47QSWC21Q0017 and issued as an RFQ. GSA intends to award a single FFP Purchase Order. The clauses and provisions referenced in this solicitation may be reviewed/obtained in full text form at http://www.acquisition.gov/far. The Solicitation document, the incorporated provisions and the clauses are those in effect through Federal Acquisition Circular (FAC) 2021-03. This requirement is being advertised as a Small Business set-aside and only qualified offerors may submit quotes. The applicable North American Industrial Classification Code System (NAICS) code is 333999, All Other Miscellaneous General Purpose Machinery Manufacturing. The appropriate Federal Supply Class (FSC) is 4933, Weapons Maintenance Equipment. In accordance with instructions from Section L of the RFQ, offerors shall submit all parts of their quote to the GSA Contracting Officer, Tammy Mattox, via the GSA ASSIST Electronic Ordering System (ITSS) NLT June 11, 2021, 4:00 PM Central Standard Time (CST). After you submit the Company and POC information, you will be added to the Solicitation which will allow you to submit your quote via ASSIST. Should you have issues with access to the ASSIST/ITSS System or solicitation, you may forward your quote directly to the Contracting Officer via email at tammy.mattox@gsa.gov and the Contract Specialist via email at phillip.cleveland@gsa.gov. The link to ITSS is listed below and the ITSS Help Desk number is 1-877-243-2889. ITSS web page is https://web.itss.gsa.gov/Login. To submit a quote for consideration for award, offeror must send GSA an email identifying (1) offeror’s name, and (2) the name of the individual employee who will act as the offeror’s point of contact (POC) for this requirement that is “registered in ITSS.” OFFERORS MUST IDENTIFY THE COMPANY NAME AND THEPOC’S NAME EXACTLY AS IT APPEARS IN ITSS. “Registered in ITSS” or “Registration in ITSS” means an offeror is successfully registered in ITSS such that the Government can select offeror’s designated POC in ITSS to receive the RFQ, view an order, and be able to submit a quote. Some offerors have multiple company divisions and employees registered in ITSS making it difficult for GSA selection. Therefore, to ensure that offeror is able to submit a quote, prompt submission of the above ITSS offeror information (offeror’s name and POC) is requested. An email must be sent to tammy.mattox@gsa.gov and phillip.cleveland@gsa.gov in order to ensure registration.
