This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation 47QSSC-25-Q-0022 is being issued as a request for proposal (RFP) to award an Open-Market Single Award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract in accordance with (IAW) FAR Parts 12, 15, and 16.5 for brand name (Attachment A - Brand Name Justification for Purina Dog Food in accordance with (IAW) FAR 6.302-1(c) Redacted), Purina, dog food. Please see Attachment B (NSN Item Purchase Descriptions (IPDs) for the specific items and descriptions requested under this RFP. Attachment B contains seven (7) National Stock Numbers (NSNs) for various Purina dog food products. The period of performance will be five (5) years, including a one-year base year and four (4) one-year option years. Please see the attachments for the full combined synopsis/solicitation. The Government intends to award on initial quotes, without discussions. As such, PLEASE ENSURE ALL INFORMATION REQUESTED IN THE RFP SOLICITATION SECTION 11, INSTRUCTIONS FOR PROPOSAL SUBMISSION, IS SUBMITTED WITH YOUR INITIAL OFFER. Amendment 1 is to extend the date to ask solicitation questions through Tuesday, June 24 at 7 AM EST. Amendment 2 is to add Attachment J, Purina Dog Food Solicitation Questions and Answers. After reading the RFI, interested contractors are requested to submit the enclosed “Attachment 1 - Sources Sought Questionnaire,” by November 13, 2024 at 11:00 am ET through the eBuy system or sam.gov. This is a RFI, SOURCES SOUGHT NOTICE, issued by the General Services Administration (GSA) seeking information from prospective vendors interested in providing dog food for the National Stock Number (NSN) Program. At this time, GSA is gathering information for a procurement, which may result in a Blanket Purchase Agreement (BPA) award according to Federal Acquisition Regulation (FAR) 8.4 Federal Supply Schedules, under the GSA Multiple Award Schedule Program (MAS). NAICS Code (North American Industry Classification System) 311111 - Dog and Cat Food Manufacturing applies to this RFI. Note: NAICS Code 311111 must be added to all quoters’ System for Award Management (SAM) record (https://www.sam.gov) to be eligible to submit a quote for the formal Request for Quote (RFQ), which will be posted in the future. The Government will use the Responses from this RFI to determine appropriate set-aside, such as total small business set-aside or a further socioeconomic set-aside, for this BPA. However, all interested firms are invited to submit a response to this RFI. Contractor Teaming Arrangements (CTA) are permitted. Orders will be requisitioned by customer agencies, and GSA will issue purchase orders for the requested items to the GSA MAS awardee for direct delivery to the ordering agency. The Government intends to award a fixed price contract, with consideration to economic price adjustments (EPAs) incorporated at the GSA MAS Contract level. The nutritional requirements for this dog food are in the Attachment 2, Military Working Dog Nutritional Requirements. This BPA will be awarded against the successful quoter’s existing GSA schedule contract. It is anticipated that the RFQ will include the following technical factors: (1) Compliance with technical characteristics (2) Past Performance The specific evaluation factors will be described in the RFQ. THIS IS NOT A REQUEST FOR QUOTATION This is a notice for sources sought. Quoted pricing is not requested at this time. The information provided in this document is subject to change and is not binding on the Government.
