This solicitation is pursuant to the award of an Open Market Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract in accordance with FAR Part 16.5 to obtain direct delivery contract coverage for 265 NSNs for GSA customers within the Continental United States (CONUS) and Outside of the Continental United States (OCONUS) by way of stateside consolidation points. The period of performance under this IDIQ is one (1) base year plus four (4) one year option periods. Award will be made on an NSN-by-NSN basis. Please see the attached Request for Proposal (RFP) documents for all applicable terms and conditions. Award is subject to the terms and conditions in the attached solicitation document, including but not limited to the following: This IDIQ will be award awarded on a NSN-by-NSN basis using the evaluation criteria of: Lowest Price Technically Acceptable (LPTA) cumulative value (total cost of all tiers/options). Delivery is required within 21 Calendar Days After Receipt of Order (ARO) Proposed items MUST be Trade Agreement Act (TAA) Compliant. Technical specifications are due at time of Proposal Submission. Proposals shall be submitted via email to Contract Specialist, Matthew Do, Matthew. Do@gsa.gov and cc Contracting Officer, Candace Grella, Candace.Grella@gsa.gov and subject of the email MUST be labeled as “47QSEA-23-R-0001 Proposal”. Proposals MUST include the include the following in their proposal to be responsive: Attachment F: Contractor Proposal Price Sheet (excel spreadsheet). Prices MUST be submitted in this format. In the “Summary Proposal” tab, Contractors MUST Provide COO, Proposed PN, MAS pricing (If applicable) and Commercial Prices (Columns “G-J”). Contractors MUST Insert Proposed Prices in Columns (M-V columns) in the Contractor Proposal Price Sheet for any item proposed. Attachment G: Contractor Self- Certification for MIL-STD129R (signed and dated by contractor) Attachment H: 889 Representations are to be signed and marked accordingly(check yes or no) Technical Specifications for each proposed item in pdf format. Each specification MUST be labeled in accordance with the proposed corresponding NSN. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government will not be responsible for any cost incurred by interested parties responding to this notice. This notice is for Market Research only in accordance with Federal Acquisition Regulation (FAR) Part 10 to determine the capability of potential sources. General Services Administration (GSA) anticipates establishing a contract under North American Industrial Classification System (NAICS) Code 322211, "Various FSC 8115-Boxes, Cartons, and Crates” with a Small Business standard of 1250 Employees or less. GSA is issuing this notice in order to solicit capability statements from qualified sources to ensure sufficient competition exists to meet the Government's requirements. It is the Government's intent to use information gathered in response to this notice to assist in market research to determine whether to, in accordance with applicable laws, set-aside this requirement or solicit offers from all responsible sources. The anticipated length of the period of performance is a one (1) eight (8) month Base Period and two (2) twelve (12) month Option Periods. Provide a capability statement 3 pages max and answer the following questions. Question 1: Are you a manufacturer of corrugated boxes? Question 2: Are you able to ship low dollar orders as well as the larger dollar orders CONUS? Orders typically are stateside, with OCONUS orders going to government CCP (Tracy or New Cumberland or Atlanta). Question 3: Is your company capable of accepting orders via EDI (Electronic Data Interchange)? Question 4: Please state if you are a certified Small Business (8A, WOSB, Hubzone or SDVOSB).
