Combined Synopsis and Solicitation Reference # 47QSEA-23-Q-0269 PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 –Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Government’s intent is to award a Firm Fixed Price (FFP) order on a Sole Source basis for the software maintenance renewal for perpetual licenses of COMSOL software to COMSOL, Inc. in accordance with FAR 13.106-1(b). The requested items are as follows: Item Description QTY 1 COMSOL Multiphysics, Floating Network License (FNL) – Perpetual License 1 2 AC/DC Module or use with COMSOL Multiphysics, FNL – Perpetual License 1 3 RF Module for use with COMSOL Multiphysics, FNL – Perpetual License 1 Delivery will be on day of award via electronic delivery. The basis for determining the Sole Source is as follows: “COMSOL, Inc. is the sole issuer of licenses for COMSOL Multiphysics and its add-on products in the United States of America.” The notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, complete product information, and pricing which will be considered by the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive requirement in the future. Offerors shall include price, shipping costs, and the following additional information with the submissions: point of contact (including phone number and email address), Offeror CAGE and UEI, and shall include a validity date of no less than 60 days from due date for receipt of offers. In order to be considered technically acceptable, items must be brand name or equal to the above listed part numbers and specifications. In the event that quotes are received, the award will be conducted on a lowest price technically acceptable (LPTA) basis. Past performance evaluation will be performed as part of a responsibility determination. Quotes shall be submitted electronically via email to Emily Walker at emily.walker@gsa.gov and must be received on or before Wednesday 13 September 2023 at 4:00PM Eastern Daylight Time (EDT).
