This solicitation is pursuant to the award of an Open Market Indefinite Delivery Indefinite Quantity (IDIQ) contract for Hewlett Packard (HP) Toner cartridges for commercial-off-the-shelf use in China... This solicitation is pursuant to the award of an Open Market Indefinite Delivery Indefinite Quantity (IDIQ) contract for Hewlett Packard (HP) Toner cartridges for commercial-off-the-shelf use in China and Malaysia, which are countries not designated as being compliant with the Buy American Act codified at 41 U.S.C. chapter 83, and FAR 25.1. The purpose of this IDIQ contract is to obtain direct delivery contract coverage in support of federal customers within the continential United States (CONUS) and outside the continential United States (OCONUS) by way of the stateside consolidation warehouse. The period of performance under this Open Market IDIQ is one (1) base year plus four (4) option year period. Award will be made on an all or none basis. Please see the attached Request for Proposal (RFP) documents for all applicable terms and conditions Award is subject to the terms and conditions of the attached solicitation document, inicluding but not limited to the following: This IDIQ will be awarded on an all or none basis using the evaluation criteria of Lowest Price Technically Acceptable (LPTA). Price, delivery and past performance are considered for award. The commodities being procured are ninety seven (97) Hewlett Packard Toner Cartridge part numbers/ NSNs. The solicited NSNs are subdivided into two contract line item numbers (CLINS) with two contract award dates. CLIN 1 will be effective immediately upon award of this contract and the award of CLIN 2 will be effective on November 30, 2020. Forecasted annual quantities are not guaranteed and are based off of the purchase order history. This IDIQ is being competed to Service Disabled Veteran Owned Small Business (SDVOSB) vendors, with the Item Purchase Description (IPD) referenced part number, in accordance with FAR Part 19.405. Only new, Original Equipment Manufactured (OEM) items will be considered for award. All quoted items are subect to review by the GSA Region 2 Acquisition Centers Technical Services Branch. Compatible or remanufactured items will not be considered for award. Proposed Awardee will be required to provide a Letter of Supply from HP prior to award. DELIVERY: Deliveries will be made within the continential United States (CONUS) and outside the continential United States (OCONUS). FOB Destination delivery is required within 7 calendar days After Receipt of Order (ARO) from date of Purchase Order and to Puerto Rico, Hawaii and Alaska within 7 calendar days ARO from the date of the Purchase Order and occasionally overseas APO addresses Along with your proposal, you must furnish a copy of the items specification sheet.
