The Offeror shall provide all management, supervision, labor, facilities, and materials necessary to provide the supplies and services required under this solicitation during both disaster/emergency as well as replenishment efforts. The GSA has estimated that FEMA will need on average 1,000 JFO items delivered annually to various locations throughout the 48 contiguous United States, District of Columbia, Alaska, Hawaii, Guam, or Puerto Rico. A delivery distinction exists between disaster/emergency and replenishment efforts as follows: In a disaster/emergency, FEMA requires a fully completed order to be delivered within 72 hours. At a minimum, the first 1/3 of the order must be delivered within 24 hours after Task/Delivery Order award and the notice to proceed. At a minimum the second 1/3 of the order must be delivered within 48 hours of the notice to proceed, and the remaining quantity must be delivered within 72 hours of the notice to proceed. During a replenishment effort, FEMA requires a fully completed order to be delivered within 30 days after the Task/Delivery Order award and notice to proceed.
