The U.S. General Services Administration (GSA), Federal Acquisition Service (FAS), Technology Transformation Services (TTS), Office of Acquisition (OA) hereby provides a notice of intent to award a modification on a sole source basis under GSA Purchase Order (PO) No. 47QPCA22P0007 for Equity Study Outreach and Recruitment Services with Antelope Flats, LLC dba ReKrewt, 981 Highway 98 E, Suite 3-403, Destin, FL 32541. Pursuant to Federal Acquisition Regulation (FAR) Part 13.501(a)(1), GSA/TTS/OA intends to execute an out-of-scope contract modification without providing for full and open competition under the circumstance that only one responsible source is available. The proposed out-of-scope modification will increase the equity study participants from 2,000 to 4,000, and will incorporate additional within-scope recruitment services and study participation incentives in proportion to the increase in study participation. The contractor is currently providing recruitment services for the GSA equity study on remote identity proofing under PO No. 47QPCA22P0007, which has a period of performance from 09/01/2022 - 08/31/2023. At this juncture in the study, no other vendor could perform the additional work to implement the requirement services for the increase in study participants. The duplication of vendors - one vendor performing recruitment services for 2,000 participants, and a different vendor performing the same recruitment services for the additional 2,000 participants - would make it difficult to coordinate the monitoring of existing recruitment campaigns, and would make it difficult to strategize on the on-going optimization of the recruitment campaigns. The duplication of recruitment campaigns would likely result in the Government paying more advertisement costs to run dual campaigns and could cause confusion for prospective study participants. For these reasons and circumstances, ReKrewt is uniquely qualified to perform the services associated with the increase in study participants. This notice of intent is not a request for competitive quotes and no solicitation package is available. However, firms that believe they can fully meet the Government’s requirements may submit substantiating documentation in writing to the identified point of contact within 5 business days after publication of this notice. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
