This RFI is issued solely for information gathering and planning purposes. It does not constitute a solicitation or quote to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, the General Services Administration (GSA) is not seeking proposals and will not accept unsolicited quotes in response to this RFI. Respondents are advised that GSA will not pay for any information or administrative costs incurred in responding to this RFI. All costs associated in responding to this RFI will be borne solely by the interested parties. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP) or Request for Quotation (RFQ), if any is issued. All submissions become GSA’s property and will not be returned. GSA Office of Travel Transportation & Logistics (TTL/QM) Long Term Lodging (LTL) is designed for lodging needs of 30 nights or more. This program provides housing accommodations for temporary or permanent relocation and extended training assignments for federal employees. Typical facilities include fully furnished apartment or condominium type properties with all the comforts of home. The purpose of the RFI is to conduct an overview of technology platforms that can serve as an aggregation and client management tool for the GSA LTL Program under the Multiple Award Schedule (MAS) 531110. The technology will provide an independent sourcing platform that offers real-time options for Federal buyers of long term lodging options offered by the current list of MAS 531110 contractors. The desired solution is fully searchable to provide rates, amenities (such as a fitness center, swimming pool, housekeeping, pet friendly, children’s playground, business center) distance to a desired location, in a comparative format. Solutions should have the ability to handle multiple forms of official government payment (e.g. travel charge card, government order form, purchase card). Payment is normally made directly to the property by the employee or through the agency. The most frequent form of payment is anticipated to be the Government’s SmartPay travel charge card (e.g., a standard commercial MasterCard or Visa). In addition, an agency may present a purchase order or centrally billed account number/card for payment. The only forms of payment the Contractor is obligated to accept is the Government card (individually or centrally billed accounts) and Government order forms (SF1449, OF347, GSA300, etc.). In addition, all transactional data, as outlined in the Data Management section, should be captured and made available to GSA, the federal agency customer, and the supplier in real time. The Long Term Lodging Aggregation Tool must be supported by a 24x7x365 customer support service for the tool’s technology and the lodging accommodations.
