Lab (Formerly Twisted Lab) Non-commercial Action - Cyberspace Deception that addresses the need for the U.S. Government (USG) to detect and monitor an increase in the frequency and quality of the network traffic produced by actors conducting malicious cyber activities against the target protected USG network environment. This procurement will include deception capabilities delivered by the vendor's Deception Platform solution. The solution as modified and currently in use by the USG in defense against cybersecurity threats provides the following capabilities, along with associated customization, support, and training efforts: • Centrally managed deployment and monitoring of decoys in the cloud and on premises. • Use of decoys and decoy networks that exhibit default and customizable network and host characteristics consistent with the rest of the designated Government network environment. • Deployment and removal of decoys within the environment. • The ability to provide the Government with active attacker engagement. • The ability to change the state of the deception environment upon detection of attacker behavior and TTPs. • The ability to centrally and remotely manage and deploy decoys from the user interface. • The ability to obfuscate indicators that the deployed solution is in a decoy environment. • The ability to manually or automatically interact with a decoy after an attacker or event has been detected. • The ability to deploy on air-gapped systems. • Licenses for the Deception Director Platform and associated Deception Host licenses. CounterCraft Security, Inc. (CCS) is the only vendor capable of meeting these requirements. As the original and sole developer responsible for the proprietary design, implementation, and maintenance of the specified software and services, only CCS has the complete historical data for, and engineering knowledge base of, the software. The uniqueness of CCS’s qualifications is not only true for the COTS version of CCS’s software platform, but even much more so for the highly modified version currently in use by the USG. The client agency has already spent a year and a half requesting and testing new features, added, and integrated by CCS on demand and tailored to meet the unique mission requirements of the operational customer. Some of these features have not been incorporated into the main commercial branch of the software. As a result, CCS is the only known source with a detailed sign configuration of the software and the unique updated features. The Government intends to enter a five (5) year Cost Plus Fixed-Fee (CPFF) contract. Anticipated award date is August 2022.
