The General Services Administration (GSA), Federal Acquisition Services (FAS), Assisted Acquisition Services Division (AASD) APEX 2, Sector 1, is seeking experienced vendors/contractor sources for a requirement from the U.S. Army Tactical Aviation and Ground Munitions (TAGM) Project Office, Redstone Arsenal AL. This requirement is to procure services in support of the Tube Launched, Optically-tracked, Wire-guided (TOW) Improved Target Acquisition Systems (ITAS) Mobile Collective Skills Trainer (M-CST). The overall mission objective is to provide transportation, maintenance, setup-take down of the trailer as required to meet the needs of the TAGM Program. The ITAS MY-CAT is a custom-built, mobile training facility optimized for rapid deployment and sustained use by multiple Army and National Guard units. The CST appears and performs much like a 53’ over-the-road common carrier trailer and conforms to the Department of Transportation (DOT) regulations of size and weight while in transit. Once at a deployment location, the vehicle utilizes computer controlled hydraulics to level the chassis and expand its footprint. On-board power generation, a high capacity fuel system, climate controls and high speed IT infrastructure yields the ability to offer continual training at diverse sites and under extreme environmental conditions. The TOW ITAS CST sanctions ITAS crews to perform collective operational training. This requirement is to provide transportation, maintenance, and set up/teardown of the M-CST trailer as required by the Government. The contractor shall provide all necessary services to transport the M-CST to the desired locations identified by the Government. There are generally up to 12 deployments / trips per year. The contractor shall transport the M-CST from a government designated location to specified locations and place it into a ready to use configuration. Once the M-CST arrives the contractor shall perform all functions necessary to have the trailer fully operational to include extract and level pods, fuel the generator, maintain the generator, and mount all monitors and other items that were stored during transport. Upon completion of the training event at each designated location, the contractor shall prepare the M-CST, returning it to a ready to travel configuration, for transportation to the next designated location. The contractor shall provide training support materials that will be issued to students at the end of each event. The contractor shall also provide all maintenance required to keep the trailer fully operational for each trip. See DRAFT Performance Work Statement attached. There is no commitment by the Government to issue a solicitation as a result of this RFI. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the result of the review.
