Request for Information (RFI #47QFSA19S0094) Agency/Office: General Services Administration / Federal Acquisition Service (FAS) Location: Assisted Acquisition Services Division (4QFSA) Title: UH-60 Black Hawk Maintenance Trainer NAICS Code: 336413 Response Date: Thursday, May 16, 2019, NLT 4:00 p.m. CST GSA is issuing this Sources Sought Synopsis as a means of conducting Market Research and may or may not result in the issuance of the Request for Proposal (RFP). A solicitation is NOT being issued at this time and this notice shall not be construed as commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. The General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services Division (AASD) has received a requirement from the U.S. Army Utility Helicopter Management Office (UHPO), Redstone Arsenal AL and is seeking possible sources to provide all technical, planning, and managerial efforts required to provide the required personnel, materials, facilities, services, and support to build two (2) UH-60M Black Hawk Maintenance Trainers (BHMT-M) under NAICS code 336413. In addition, provide the required personnel, materials, facilities, services, and support to test, deliver, and install the National Guard Bureau (NGB) BHMT-Ms, one each, to the Eastern ARNG Aviation Training Site (EAATS) and Western ARNG Aviation Training Site (WAATS) facilities. Interested parties are requested to submit a statement of capability including; a point of contact, business status, business size and a detailed description of the product with information on how the product meets the specific requirements and can meet the required delivery date (18 months from date of award). A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. The Sources Sought is only for Market Research purposes and is not a request for competitive quotes. However, any party that believes it is capable of meeting the requirements stated in the attached draft Performance Work Statement (PWS) may submit a written capability statement that clearly supports their ability to deliver the required UH-60M Black Hawk Maintenance Trainer (BHMT-M) by the required date (18 months from date of award). Capability statements shall be received no later than the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
