The contractor shall provide their pricing in Attachment 06 (LOM V22.3) and shall fill out and sign the SF1449 and upload through the GSA business system portal, ITSS (https://portal.fas.gsa.gov/web/guest). This solicitation is intended for a Single Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for the Casualty Evacuation (CASEVAC) Tactical Combat Care (TCCC). Past Performance Questionnaires are due by 4:30PM EST 23 Dec 2020. Do not delay AASBS Portal registration, https://portal.fas.gsa.gov. Contact the AASBS Help Desk at 877-472-4877 to complete your AASBS Portal registration. Technical difficulties, if any, encountered by a vendor with the AASBS Portal shall immediately be brought to the attention of the AASBS Help Desk and the GSA contracting POCs. In order to access this RFP in the AASBS Portal for submission of a proposal, all interested parties shall send the exact individual name and the company’s name that individual is registered under in the AASBS Portal via an email to the GSA Points of Contact (POC) at stella.schoenberg@gsa.gov and sonia.hammons@gsa.gov no later than 4:00 pm Eastern Time on 01 January 2021. Vendors will not be able to access this RFP in AASBS Portal without providing this requested information to GSA. It is the offeror’s responsibility to ensure vendor registration in the AASBS Portal, notification of AASBS registration to the GSA POC, and submission of the proposal are completed before the RFP closing date and time. Offerors that submit a proposal but fail to properly register in AASBS Portal will result in an “Unregistered Vendor Quote”. An award cannot be made to an “Unregistered Vendor Quote”. An “Unregister Vendor Quote” may be considered failure to submit a proposal via AASBS Portal and may result in the offeror’s exclusion from consideration. Extension of the RFP closing date and time will not be granted due to late registration in the AASBS Portal or failure to provide registration information to the GSA POC in a timely manner. 12/1/2020 This update is to allow Attachment 09, PPQ submissions, to be provided in word format. No additional information is provided in the Q&A that was not provided before. This update redacted unecessary information not relevant to the acquisition. 1/5/2021 This update is to update the Q&A attachment 10 of the RFP with 3 more questions/answers. This updates Attachment 06 LOM to unlock Column U of the "Appendix A Replacement Parts" Spreadsheet and correct LOM References 84 -84.4. 1/6/2021 This update is to provide an updated Attachment 06 "Appendix A Replacement Parts" Spreadsheet to unlock some cells in column U that remained locked. Additionally, this rescinds the answer to question 82 of the Q&A and references Industry back to the instructions of RFP 3.4.1.1 (page 102 of the RFP) instructing vendors to use contractor format. Lastly, the AASBS Portal does not allow for multiple prices per CLIN as required in Schedule B pricing volume. Vendors should not be concerned with that. Vendors may input $1.00 for unit pricing in the GSA AASBS Portal as it will not make part of the evaluation.
