This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this RFI is to obtain information regarding the availability and capability of all qualified sources to provide energy support services on a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate services required and will help determine the most appropriate acquisition method. General Services Administration (GSA) is seeking information from contractors regarding the capabilities and performance for Public Work Support Services (PWSS) required by the US Naval Facilities Engineering Systems Command (NAVFAC) Washington, DC. The Contractor shall provide support services for energy-related programs for the Department of Navy (DON). These programs focus on improving the reliability, resiliency, and efficiency of energy and water delivery and usage by the DON. These programs require technical acumen of electrical and water engineering as well as programmatic acumen to navigate complex approval and administrative requirements to drive success. Services include support to the following programs: Energy Program Support; Utilities Management Support; Facility Related Control Systems (FRCS) and Smart Grid Program Management Integration Support; Electrical Vehicle (EV) and Electric Vehicle Equipment (ESVE) Support; Navy Installations Command (CNIC) Energy Core Support; Chief of Naval Operations (OPNAV) Energy Core Support; Office of the Assistant Secretary of the Navy for Energy, Installations and the Environment (ASN EI&E), Deputy Assistant Secretary of the Navy Installation and Facilities (DASN I&F) Support; and Project Services. The Contractor shall provide contract support for the NAVFAC Headquarters Office located in Naval District Washington, with potential for Temporary Duty (TDY) assignments to NAVFAC Field Offices. The Contractor will be expected to source key technical specialties worldwide with minimal notice. The resultant contract is anticipated to be a Cost-Plus-Fixed-Fee contract type with a one-year base period, and four (4) subsequent one-year option periods. NAICS 541330 Engineering Services and a Small Business Size Standard of $25.5 million are applicable to determine the business size standard. Interested parties are encouraged to submit their capabilities, responses to the attached questions, and feedback to the attached draft Performance Work Statement (PWS) to explain the services their company provides and any past performance information in relation energy support services. Information shall be received by the Contracting Officer no later than September 2, 2024.
