This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; no other supplies or services will satisfy agency requirements. GSA FAS AAS Army hereby gives notice of intent to award a sole source delivery order to Atlantic Diving Supply (ADS) to provide the United States Army Program Management Office for Protection and Integration (PM-PI) with brand name supplies listed in the attached Bill of Materials (BOM). This effort will be conducted on a sole source basis in accordance with FAR 6.302-1. This is being sole sourced to ADS based on the fact that they are the only U.S. military distributor of the required brand name (Inovytec) equipment. Therefore, they are the only source capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Purchase of these supplies from a source other than ADS using commercial procedures would result in additional costs and potential schedule delays. All responsible sources may submit a capability statement to the Contracting Officer(s) listed below which shall be considered by the agency. However, a determination by the Government not to compete with this proposed delivery order based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. There will be no written solicitation issued. This is an intent to purchase a sole source procurement under the authority of FAR 6.302-1. This will be a Firm-Fixed Price (FFP) contract utilizing Federal Acquisition Regulation (FAR) Part 15.404-1. Those capable of providing the supplies listed in the BOM are requested to provide the following information in their response NLT close of this posting: 1) Current Federal Supply Schedule or open market pricing catalog (as applicable) that demonstrates your company is able to supply these items; and 2) Company Name, Point of Contact, Email Address, Telephone Numbers, Type of Business and Size, Cage Code and Unique Entity ID. The contractor needs to be registered in the System for Award Management (SAM). Register via the SAM website https://www.sam.gov.
