The Government intends to issue a modification to extend Order 47QFMA20F0028, issued to ISHPI Information Technologies (ISHPI) against the DMDC Interoperability Technology and Program Services (ITPS) ... The Government intends to issue a modification to extend Order 47QFMA20F0028, issued to ISHPI Information Technologies (ISHPI) against the DMDC Interoperability Technology and Program Services (ITPS) Blanket Purchase Agreement (BPA), for 6 months at an estimated cost of to support the current needs of the DMDC Virtual Lifetime Electronic Records (VLER) Program from 15 September 2025 to 14 March 2026. This extension in services will extend beyond the awarded five (5) year period of performance, however, in accordance with FAR 17.204(e) this extension is allowable as the services being provided are Information Technology (IT) based. The extension is needed to allow DMDC to continue to support its current mission under VLER with no break in service while the Government awards the follow-on procurement, titled DEERS Veterans Affairs Support Programs (DVASP). The acquisition is conducted under the authority of the Multiple-Award Schedule (MAS) Program. Consideration of schedule contractors will be restricted in accordance with: FAR 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
