This Justification for Other than Full and Open Competition is prepared in accordance with 41 U.S.C.253(c)(2) and FAR 6.103-2 to support a contract modification to extend the current contract’s period of performance. GSA plans to undertake sole source action under the authority of 41 U.S.C.253(c)(2) by extending the PoP of the existing contract 47QFDA24P0001 with the current end date of September 2, 2025. This contract extension is for the U.S. Department of Housing and Urban Development (HUD), Office of the Chief Information Officer (OCIO), to ensure continued commercial IT Support Services for the Grants Evaluation and Management System (GEMS). This contract modification extends the current Period of Performance (PoP) of the current GEMS contract 47QFDA24P0001 by adding a one-month extension to the existing contract period of performances. This contract extension will provide continued operation, maintenance, and development, modernization, and enhancement (DME) services for HUD’s GEMS.
