The General Services Administration (GSA) will bilaterally modify the Software Development Blanket Purchase Agreements (BPAs) to extend their duration by an additional six months from July 9, 2024 to January 9, 2025. While it is typically recommended that multiple-award BPAs do not exceed a five-year duration, the extension is warranted in this case to address the ongoing technical support and expertise needs of the Government National Mortgage Association (GNMA). This support is crucial for standardizing data streams across all Master Sub-Servicers’ (MSS’) data. Under FAR 8.405-6(a)(1)(i)(C), In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. An additional six months is being added to the BPAs. This decision aligns with principles of economy and efficiency as the new work represents a logical continuation, the agency's need for services persists, and initiating new BPAs through competitive procedures would cause unacceptable delays for GNMA. Extending the BPAs allows the GSA ample time to conduct a competitive process and issue orders promptly, ensuring GNMA can access essential services without disruption. The extension of the BPAs will extend performance until January 2025 to accommodate any potential delays in the acquisition process. The estimated date for the BPA order award is September 2024, which extends beyond the current expiration date of the BPAs on July 9, 2024, by 60 days.
