This requirement is for a full range of IT services, technical and management expertise, and solutions-related enabling products to provide the sustainment and management for NBIS NSS legacy background investigative applications and subsystems: Secure Web Fingerprint Transmission (SWFT), the Defense Central Index of Investigations (DCII), and the Defense Information System for Security (DISS). Information Technology (IT) solutions and capabilities will support DCSA on a worldwide basis and enable agencies across the Government to continue to meet their need for background investigation services. Services provided under this TO shall include Project Management and Software Development Life Cycle (SDLC) requirements including requirements definition, functional and technical specifications, design, project planning, development, testing, and implementation.
