The Northern Border Regional Commission (NBRC) has been appropriated $150 Million as part of the "Bipartisan Infrastructure Bill", H.R. 3684. NBRC is looking for a contractor to conduct primary and secondary research in identifying underserved communities in their four (4) state area of responsibility to deploy the funds in an inclusive manner, taking care to recognize underserved communities and to identify potential capacity issues that might prevent those communities from accessing NBRC funds. The information obtained will articulate what the priorities are for infrastructure development in each county or region as well as identify any "gaps" in funding among these priorities. This will help ensure that the NBRC allocates the funds equally across all four NBRC States. This procurement is a 100% Total Small Business Set-Aside. The General Services Administration (GSA) is issuing a Request for Quotation (RFQ) on behalf of the Northern Border Regional Commission (NBRC) for a Firm Fixed Price (FFP) commercial services contract for Infrastructure Bill Consulting Services. The anticipated period of performance (POP) is Not-To-Exceed 9 months from date of award. The applicable NAICS code is 541611 and the small business size standard is $15 Million. A single award will be made based on Best Value Tradeoff evaluation criteria. Potential awardee must have an active SAM registration prior to contract award.
