Project Name: Procurement of Twelve Parking Spaces for the Office of Special Counsel (OSC) Senior Staff THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. SOLICITATION DOCUMENTS WILL NOT BE AVAILABLE FOR DOWNLOADING THROUGH BETA.SAM UNTIL APPROXIMATELY NOVEMBER 22, 2019. The General Service Administration intends to issue a solicitation for the procurement of Packing Spaces. Required parking spaces should be provided in accordance with the following Statement of Work (SOW): a) The twelve (12) parking spaces shall be located 3/8 (three-eighths) of a mile from the Office of Special Counsel at 1730 M. Street NW, Washington DC 20036. b) Access to the parking facility for the 12 relevant OSC employees is required 24-hours per day, 7 days per week. c) The parking facility shall have key fob or key card access to enter the facility outside of normal business hours. d) The parking facility and adjacent areas must also provide a safe and secure environment. OSC considers a safe and secure environment to include the following factors: Well-lit parking facility, in that the lights within the parking facility shall be fully operational in nature. No presence of unauthorized individuals loitering inside or directly adjacent to the entrance of the parking facility. Parking attendant present at the parking facility during normal business hours (at a minimum, 8 a.m. Eastern Standard Time (EST) to 4 p.m. EST, Monday through Friday) Unrestricted egress or ingress to the parking facility, in that delivery trucks or other standing/parked vehicles shall not block access to the facility or to adjacent streets. This requirement is being issued as a synopsis for a commercial service available to the general public, as define in FAR Part 2.101 and in accordance with FAR Part 12. The government anticipates award of one (1) firm fixed price type contract. The period of performance will be for a base year, beginning December 31, 2019 with an additional four one year options. As a result of the market research , it has been determined that there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of market prices, quality and delivery, therefore, this requirement will not be set-aside for small business concerns and will be procured under full and open competition. Applicable NAICS code for this requirement is 812930 – Parking Lots and Garages and has a business size standard of $33,500,000. The offeror must have a current registration and completed representations and certifications in the System for Award Management (SAM) at website https://www.sam.gov/portal/public/SAM/ a Federal government owned website. Additionally the offeror will also be required to be registered and submit their proposal through the GSA ITSS System. It is anticipated that the solicitation will be available via a subsequent posting in BETA.SAM on or about November 22, 2019. The solicitation closing date is anticipated to be 10 days after the issuance of the solicitation package.
