The GSA OGP Federal Identity and Cybersecurity Division seeks specialized support to align civilian agency ICAM policy with FICAM Architecture and manage the FIPS 201 Evaluation Program for PIV/PACS products on the GSA Approved Products List. This supports OMB M-26-15, which directs agencies to migrate to post-quantum cryptography by December 31, 2030, requires GSA to establish an interagency ICAM modernization working group, and tasks the FICAM Office with testing PQC-ready access systems for 2027 pilots. The services cover four areas: PQC testing in an isolated contractor environment aligned with NIST standards; development and updating of quantum-resistant FRTCs for PACS, credentials, FIDO2, mPIV, and derived credentials. Additional work includes producing governmentwide guidance on next-generation digital identity technologies for IDManagement.gov and providing PKI/FICAM SME support for Federal PKI policies and FICAM Architecture PQC readiness, including algorithm transition and hybrid cryptography planning.
