In accordance with FAR 5.204, Presolicitation notices, this synopsis serves as both a presolicitation notice and a request for questions and comments to the attached draft solicitation. The National Elevator Modernization Indefinite Delivery/Indefinite Quantity (IDIQ) Solicitation and resultant Contract shall establish separate, individual, Multiple Award Indefinite Delivery/Indefinite Quantity (MA/IDIQ) Contracts for elevator construction and modernization task orders valued over $1 million. (A separate Solicitation and resultant Contract shall be established for task orders valued at $1 million and below.) The General Services Administration (GSA) intends to award the IDIQ for a period which will include one (1) base year and four (4) one-year option periods with a maximum aggregate dollar amount of $650 million over the life of the Contract. Small business designation is determined as defined by North American Industry Classification System (NAICS) Code 238290 - Other Building Equipment Contractors with the SBA defined size standard of $22 million. It is the Government’s intention to award a target up to six (6) IDIQ Contracts. This master IDIQ contact ($1M+ task orders) solicitation is released concurrently with the solicitations for two initial task orders. This proposed procurement is anticipated to be a full and open competition with a planned issuance date on or around 04/19/2024. It is anticipated that a pre-proposal conference after the solicitation release date will be planned. There will also be site visits for each of the initial task orders proposed. Attached to this Synopsis is - a Draft Request for Proposal (RFP) solicitation and resultant contract potential attachments that will be included in the final RFP release Final initial task order attachments will be contained within the Google Folders as described in Section J, Attachments 1 and 2, of the draft solicitation. Please use this time to create a GSA-affliated Gmail account and request access to these folders to be released with the final solicitation release. RESPONSES REQUESTED: GSA requests that vendors use the attachments in the synopsis to review the draft RFP and attachments. Questions, comments, and recommendations are requested no later than April 11, 2024, 11:59PM EST. It is highly encouraged that vendors use this time and opportunity to participate. The turnaround for proposals after the final solicitation is released will be limited to approximately 30 days even if questions and answers create amendments. Please use this time to submit questions, comments, concerns, and recommendations during this time period.
