The boilers (Boiler Nos.1, 2, 3, 4, 5, & 6) proposed are served by ESC-installed Continuous Emissions Monitoring Systems (CEMS) at GSA Central Heating and Refrigeration Plant (CHRP). All boilers at the GSA Central Heating and Refrigeration Plant are equipped to combust natural gas and No. 2 grade ultralow-sulfur fuel oil. Boiler Nos.1, 2, and 6 are rated at 250mmBTU/HR. Boiler No.5 is rated at 326mmBTU/HR and boiler Nos.3 and 4 are rated at 500mmBTU/HR. GSA Central Heating and Refrigeration Plant is a major source and must comply with the New Source Performance Standards (NSPS). The CEMS monitors opacity, NOx, CO, and 02 as diluent gas. All RATA shall be performed in accordance with EPA 40 CFR Part 60 and Part 75. At the CHRP, Boilers 1, 2, & 6 maybe Part 60. Boilers 3, 4, & 5 must be Part 75. The contractor shall furnish all the necessary labor, equipment, and supervision to perform Relative Accuracy Test Audits (RATA) as specified in Code of Federal Regulations,Title 40 Part 60 and Part 75 for NOx, CO, and 02 at the Central Heating and Refrigeration Plant located at 325 13th Street, SW, Washington, DC, 20407. This contract is for a base year with four one year, option years.
