The General Services Administration Central Heating and Refrigeration Plant (GSA-CHRP) is a Title V major source facility, it is required that the plant complies with all applicable Federal environmental regulations, including but not limited to the EPA 40 CFR, Part 60 (New Source Performance Standards) and all applicable environmental requirements of the District of Columbia Department of Energy and Environment (DOEE), including but not limited to the DCMR Title 20 and the NOx Budget Program (40 CFR, Part 75). The applicable regulations require that the GSA-CHRP monitors and complies with all combustion pollution emission limits established within the operating Title V permits. These applicable regulations further require the use of Continuous Emissions Monitoring Systems (CEMS) to monitor nitrogen dioxide/nitrous oxide (NOx), visible emission (opacity), oxygen (O2) and fuel consumed during combustion. The oxygen analyzer is a major component of the CEMS. It is used to monitor, and measure combustion oxygen required to compute mass combustion emissions. The existing remote oxygen analyzers (AMETEK WDG Series 2000) used at the GSA-CHRP are antiquated. The manufacturer of these equipment has discontinued the WDG 2000 Series - replacement parts are no longer available. A complete system replacement with the newer model, the AMETEK WDG-V combustion analyzer, is recommended. The GSA-CHRP has already replaced one older system, WDG 2000 Series, on Boiler No. 3 with the WDG-V combustion analyzer with great success. To guarantee the HOTD customers receive chilled water and steam services without interruption, HOTD must continually maintain the water leaking to the electrical equipment. GSA has requested that The contractor to procure and install hardware components required to upgrade O2 Monitoring to current model Ametek WDG-V for five (5) boilers (Units 1, 2, 4, 5, & 6). GSA has already procured four Ametek Remote Calibration Units (RCUs), that will be included in the installation. HOTD provides customers chilled water and steam services without interruption, HOTD must continually maintain the water leaking to the electrical equipment. GSA has requested that the contractor procure and install hardware components required to upgrade O2 Monitoring to current model Ametek WDG-V for five (5) boilers (Units 1, 2, 4, 5, & 6).
