The General Services Administration (GSA) National Capital Region (NCR) Public Buildings Service (PBS) Office of Facilities Management (OFM), Facilities Management and Services Programs Division (FMSP), is pursuing environmental technical study work through GSA Schedule 899-1 or beyond as needed to meet regulatory compliance and reporting requirements: 1. under a National Pollutant Discharge Elimination System (NPDES) permit, and 2. under the Environmental Protection Agency’s (EPA) Chesapeake Bay Program (CBP) Two GSA/NCR campus properties are covered under the MDE MS4 Permit, as of October 31, 2018: ? Suitland Federal Center located on 184 acres in Prince George’s County at 4600 Silver Hill Rd, Suitland, MD 20746 (19 stormwater best management practices (BMPs) - see Attachment C) ? White Oak Federal Research Center located on 667 acres in Montgomery County at 10903 New Hampshire Avenue, Silver Spring, MD 20993 (97 stormwater BMPs - see Attachment C) Each of the two properties submitted Notices of Intent (NOIs) to MDE at the required time to obtain coverage under this five-year MDE MS4 Permit. And all required deliverables have been or will be submitted to MDE in Year 1, Year 2 and Year 3 of the permit. The responsible personnel for each covered property are located at the GSA-NCR Regional and Campus Facilities Management Offices. The Government will award a firm fixed price Purchase Order resulting from this solicitation to the responsible Offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and technical factors considered as stated in the technical factors.
