Pursuant to Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(B), the General Services Administration (GSA) issued a modification to The Building People, LLC for ongoing Building Automation Services (BAS) on September 21, 2020. The purpose is for the inclusion and facilitation of one additional facility, GSA Headquarters at 1800 F St, into the Regional Operations Center (ROC) pilot. The period of performance is one year. BAS services are currently being performed by The Building People under Contract 47PM1119F0118, and the current period or performance expires on 30 September 2020. The Building People, LLC. is uniquely qualified to provide these services based upon the following: NCR OFM is in progress of executing a contract to develop and implement a ROC Pilot. The Project is designed to integrate and aggregate data from multiple building systems into a single-pane-of-glass display, this Pilot is an integral part of NCR’s smart buildings strategy. Currently there are essential operations underway to create the ROC and integrate nine (9) facilities as part of the proof of concept initiative. The ongoing building automation services allow for high level monitoring, supervision and building system control from a centralized location. This will allow the Facilities Management and Services Programs to accomplish its mission of supplementing the day to day control of operations of individual building systems, rather than replace the functionality and/or other complexities. While other sources may be capable of developing or assuming these capabilities in the future, The Building People is the only source for this procurement due to their unique and highly specialized expertise. This Justification and Approval (J&A) is being published in accordance with FAR 8.405-6(a)(1)(i)(B).The statutory authority for this modification is 41 U.S.C. 152(3), as implemented by FAR 8.405-6(a)(1)(i)(B) Limiting sources.
