The General Services Administration has a need to procure fire alarm testing services for the White House Complex at Washington DC 20500. This procurement was sole-sourced under the statutory authority permitting other than full and open competition under FAR 6.302-1 Only one responsible source and not other supplies and services will satisfy agency requirements is 41 U.S.C. 3304(a)(1). The statutory authority permitting other than full and open competition under FAR 6.302-2 Unusual and compelling urgency is 41 U.S.C. 3304(a)(2). No other offers were solicited due to the requirements of utilizing the current software servicer to complete the testing within the timeline neccessary. The need for fire alarm testing is a requirement for another project and has put the other project on hold until this service is completed. Adherence to the standard synopses timeline and not utilizing the software servicer would cost the government significant time and money in equitable adjustments in this cooresponding contract.
