The General Services Administration has a need to procure architectural and engineering (A/E) services for the White House Complex at Washington DC 20506. This procurement will be sole-sourced under the statutory authority permitting action utilizing other than full and open competition based on the determination that there is only one responsible source and no other supplies or services will satisfy agency requirements as implemented in FAR 6.302-1 and 41 U.S.C. 3304(a)(1). The Government does not plan to solicit other sources due to the determination made in attached posted justification other than full and open competition (JOFOC). It has been determined that even though the design component of the design-bid-build was other than full and open, that the construction phase will be competed full and open and if capable and responsible small business interests are available then it may be set-aside for small business competition.
