AMENDMENT 02 CANCELLATION OF SOLICITATION: Solicitation 47PM0925R0004 will be cancelled in its entirety. It has been determined that the cancellation of this solicitation is in the best interest of the Government. This update is to notify interested parties of said determination to cancel 47PM0925R0004. AMENDMENT 01: This solicitation amendment modifies the solicitation as follows: 1 - Preproposal conference slides are uploaded into the solicitation attachments. 2 - Questions as of February 6, 2025 and answers at this time are uploaded into the solicitation attachments. 3 - Change to L.6.1 :The bonding requirements for the base IDIQ qualifications are modified and clarified. A letter from the surety must show single and aggregate bonding capacity per state will be the document used for one of the applicable qualification assessment. The changed solicitation text is in red. 4 - Change to L.6.4: A supplemental sheet of at least ten (10) additional successful contracts is changed to a supplemental sheet of no more than five (5) additional successful contracts. The changed solicitation text is in red. 5 - Change to M.6.1: Acceptable language remains the same except for a change from Ten (10) to nineteen (19) to Ten (10). Excellent language remains the same except for a change from Twenty (20) or more to Eleven (11) or more. The changed solicitation text is in red. ORIGINAL NOTICE: Under the terms and conditions set forth in the Small Business Set Aside National Elevator Modernization Indefinite Delivery/Indefinite Quantity (IDIQ) Solicitation, attachments, and links, GSA requests that you provide a proposal in accordance with Section L of the subject solicitation. Overview: The Small Business Set Aside National Elevator Modernization Indefinite Delivery/Indefinite Quantity (IDIQ) Solicitation and resultant Contract shall establish separate, individual, Multiple Award Indefinite Delivery/Indefinite Quantity (MA/IDIQ) Contracts for elevator construction and modernization task orders valued under $1 million. The General Services Administration (GSA) intends to award the IDIQ for a period which will include one (1) base year and four (4) one-year option periods with a maximum aggregate dollar amount of $250 million over the life of the contract. Competition: Small Business Set Aside. Small business designation is determined as defined by North American Industry Classification System (NAICS) Code 238290 - Other Building Equipment Contractors with the SBA defined size standard of $22 million. This acquisition has been determined to be set aside for small businesses only. Evaluation: In accordance with Section M of the Solicitation, it is the Government’s intention to award IDIQ Contracts that allow for competition in each of GSA’s 11 regions. using FAR PART 15 Best Value procedures. The associated task orders will be awarded using FAR PART 16.5 procedures including comparative analysis.
