This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation 47PL0219Q0007 is issued as a request for quotation (RFQ). When submitting a quote, Offeror(s) shall indicate the RFQ number 47PL0219Q0007 on the quote. This solicitation is a total small business set aside. The North American Industry Classification System Code (NAICS) is 561720 - Janitorial Services and the size standard is $18 Million; PSC S201. All socio-economic small businesses are encouraged to submit an offer. Performance-based contracting does apply to the procurement. The purpose of this acquisition is for the General Services Administration (GSA), Northwest / Arctic Region, Acquisition Management Division (AMD) to procure window washing services for four locations within Region 10: LOCATION 1 Gus Solomon Federal Building 620 SW Main St Portland, OR 972015-3037 LOCATION 2 Eugene Federal Building 211 E 7th Ave Eugene, OR 97401-2773 LOCATION 3 Wayne L. Morse Courthouse 405 E 8th Ave Eugene, OR 97401-2705 LOCATION 4 Edith Green Wendell Wyatt Federal Building 1220 SW 3rd Ave Portland, OR 97204 * * * * * * * * * * DESCRIPTION OF WORK Contractor must furnish all equipment, supplies and oversight to: Applicable to all locations except EGWW: The windows shall be cleaned and free of dirt, streaks, smears, and shall not be cloudy. Window sashes, sills, woodwork, and other surroundings of glass shall be wiped clean and free of drippings. Cleanings of both sides of the windows shall be coordinated to maximize cost effective operations. Applicable to EGWW only: Hard water stain removal: Contractor shall use appropriate methods to remove hard water stains from east, west and south corner windows. Applicable to Eugene Federal Building and Wayne L. Morse Courthouse: High Cleaning Surfaces Above 70 Inches (interior): Surfaces shall be cleaned and free of dust and cobwebs. This does not include the removal of vents, tiles, or fixtures to accomplish high cleaning. Where glass is present, both sides shall be clean and free of streaks (interior of building only). * * * * * * * * * * Period of Performance (POP): The anticipated POP is between September 1, 2019 and October 31, 2019 (period of performance may be extended at the Government's discretion). Offerors will be responsible for monitoring FBO for amendments and/or additional information and are responsible for downloading their own copies of this solicitation, amendments, and other documents related to this solicitation. The incumbent contractor at for these services at Location 1 is Relay Resources located in Portland, OR. Window washing services under the contract were awarded for $9,406.33 (interior & exterior window cleaning) from August 1, 2018 through July 31, 2019. The incumbent contractor for these services at Locations 2 and 3 is Garten Services, Inc. in Salem, OR. Window washing services under the contract were awarded for $32,341.23 (interior & exterior window cleaning) from April 1, 2018 through March 31, 2019. There is no incumbent contractor for these services for Location 4. Because these specifications are performance based, it is the responsibility of the offeror to review the entire solicitation and base their proposal on this solicitation.
