Description: SOURCES SOUGHT NOTICE: Design Build Dispose/Replace Electrical Generators at Dalton Cache Land Port of Entry (LPOE) in Haines, Alaska and Design Build Replace Emergency Generator at Fairbanks Federal Building (FFB) in Fairbanks, Alaska. (Two projects) This is a Sources Sought notice issued in accordance with Federal Acquisition Regulation (FAR) 5.201. This notice is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise to issue a solicitation or ultimately award a contract. An award will not be made on responses or offers received in response to this notice. The purpose of this notice is to publicize a contracting opportunity and determine availability of qualified Small Businesses, Small Disadvantaged Business, Service-Disabled Veteran Owned Small Businesses, Women Owned Small Businesses or HUBZone Small Businesses capable of performing Design-Build Construction Services for Generator Replacement. Design Build Construction Services includes design services, construction services and commissioning of the system. Place of performance is Haines, Alaska and Fairbanks, Alaska. Responses to this notice will be used for information and planning purposes only and shall not be constructed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. Synopsis: The General Services Administration (GSA) has requirements for design-build construction services for disposal and replacement of electrical generators at Dalton Cache LPOE in Haines, Alaska and design-build construction services for replacement of emergency generator at the FFB in Fairbanks, Alaska. Description (of buildings): Dalton Cache LPOE (AK0521AB): The Dalton Cache Land Port of Entry (LPOE), more informally known as the Haines border station, is located at Haines, Alaska. Haines is located at the northern end of Lynn Canal, the longest fjord in the United States, and is between the Chilkoot and Chilkat Rivers, bordered by the Chilkat Mountain Range on the west and the Coast Range on the east. Haines is 85 air miles northwest of the capital city of Juneau and about 600 air miles southeast of Anchorage and Fairbanks. The Haines border station is connected by a road which initially transitions through western Canada but eventually leads to the interior of eastern Alaska. The Haines border station is frequented by tourists who transit the border stations enroute to such attractions as Alaska's Glacier Bay National Park, 25 miles from downtown Haines, and to Canada's nearby Kluane National Park and Tatshenshini Alsek Provincial Park. The Haines border station, built in 1979, was designed to meet the specific mission requirements of a border station and is occupied by Customs and Border Protection (CBP). The facility is composed of 3 buildings: a residence which is out leased to the maintenance and operations contractor (AK0523AB); a storage shed (AK0525AB); and the LPOE station (AK0521AB). None of the Haines border station buildings are LEED certified and none are on the National Register. The objective of this project is a Design Build effort to replace generators at the project site, to include: new generator room with fire rated walls and ceiling; demolition of three (3) existing generators, generator controllers, synchronizer and associated conduit and conductors; demolition of existing connection from controllers to automatic transfer switch (ATS-S); relocation of newly installed day tank, installation of pumps, and secondary containment; installation of emergency/stand-by generator. Dalton Cache (Haines) LPOE building was designed and operated to generate its own power, which required three 50kW generators and three controllers before connecting to city utility power. The three generators and controllers are still connected to the electrical service and serve as backup power. One of the three controllers is currently inoperable and therefore, the generator is down as well. The emergency power in the building does not meet today’s code requirements, the entire existing electrical service will need to be evaluated, and the generator(s) will need replacement. The facility will remain fully occupied during construction. Please see the attached DRAFT – Scope of Work (SOW) for additional details. Fairbanks Federal Building (AK0029ZZ): The Fairbanks Federal Building (AK0029) was built in 1977 and was constructed to replace the older, downtown federal building/courthouse, later disposed of by GSA, and now known as the privately-owned Courthouse Square. The significant increase in the population of Fairbanks during the 1970’s oil industry expansion prompted the need for a new building with increased space for federal offices and courts. The Fairbanks Federal Building has a steel and glass exterior, a steel and concrete interior, and has 3 floors as well as a partial basement level. A four-story attached, open air, covered, garage is located on the west side of the building, and there is an asphalt surface parking lot adjacent to the building. There is adequate parking for tenants and visitors. As seen from an aerial perspective, the building is L-shaped and has a flat roof. The architectural style is considered to be “Great Society-International,” but the building had to be designed to cope with a harsh arctic climate in which temperatures range from 90 degrees in the summer to -40 degrees in the winter (as well as heavy snow loads). The Fairbanks Federal Building is located in the Central Business District and should be classified as providing approximately Class B+ space as compared to other commercial buildings in Fairbanks. The objective of this project is to provide a Design Build effort to remove and replace the existing 175kW, 480Y/277V (1800 RPM) diesel backup generator with similar size at the project site, to include: provide a permanently installed load bank, sized at a minimum of 50 percent of generator rating; remove and replace all generator accessories (FA connections, battery connection, etc.) including the existing generator exhaust; remove the generator room day tank and replace it with a new properly sized day tank in the boiler mechanical room; demolish and replace the existing Automatic Transfer Switch (ATS) with new N10 type (transfer of power within 10 seconds); install infrastructure to include switches, breakers, and access panels from the Generator room to the exterior of the building for external generator connection. The Fairbanks Federal Building emergency backup generator in the basement is not operable and is beyond its service life. Additionally due to the age of the generator replacement parts are no longer available. It was noted that the existing emergency distribution system does not meet NEC article 700 which applies to the installation of emergency systems that are essential for safety to human life and are legally required by state and federal. It was also noted that the existing electrical service and equipment is old and original to the building (1977). The equipment has been maintained regularly but has exceeded their service life. The existing 175kW diesel backup generator is in the basement dedicated emergency generator room. There is a fuel day tank located in the room which is as old as the emergency generator. The day tank is also connected to the building’s diesel fuel storage tank located outside the building. It was indicated that the current generator is not functioning, old and cannot obtain replacement parts. There is a rented portable generator in the front of the building that is currently serving as a temporary fix. The facility will remain fully occupied during construction. The applicable North American Industry Classification Code for these projects is 238290 – Other Building Equipment Contractors. The Small business size standard for NAICS 238290 is $22 million (US Dollars). Contractors/Offerors shall be actively registered in the US Government’s System for Award Management (SAM) as a small business for this solicitation’s NAICS code at the time of receipt of proposal. Contractors/Offerors are required to have a SAM unique entity identifier number (UEI) and an active registration in SAM (www.sam.gov) in order to conduct business with the Federal Government. It is the Government’s intention to issue one solicitation with the possibility of multiple awards if it is deemed in the Government’s best interest. The period of performance for the proposed projects are 17 months for Dalton Cache LPOE and 12 months for Fairbanks Federal Building after Notice to Proceed (NTP) (includes design and construction work). This potential project acquisition is being considered for a set aside for small business concerns.
