Combined Synopsis/Solicitation Notice Solicitation No.: 47PL0120Q0007 Title: AFB Stairwell Railing Paint Projects FAR 52.219-6 Notice of Total Small Business Set-Aside The United States General Services Administration (GSA) requires construction services for the following project(s) in the Anchorage, Alaska Federal Building (AFB): CLIN 0001 – AFB Paint Stairwell Railings: This project requires painting of three (3) stairwell railings, stringer, and toe plate in accordance with the Statement of Work (SOW), and documents and standards referenced in the SOW. CLIN 0002 – AFB Paint Annex Railings: This project requires painting railings in the Annex tunnel and atrium in accordance with the SOW, and documents and standards referenced in the SOW. Each project will be evaluated and awarded separately. Awards resulting from this solicitation will be Firm-Fixed-Price purchase orders. FAR 36.204 The magnitude of construction for each project is less than $25,000.00 Solicitation package posted includes: SF1442, Solicitation document, Agreement document, US Department of Labor Wage Determinations, Statement of Work (SOW) for each project including associated attachments, and SBU & Fitness Determination Policy and Procedures document. Site Visit: One Site Visit is scheduled for Thursday, December 5, 2019 at 9:00 AM Alaska Time, at the Anchorage, Alaska Federal Building. To attend the site visit, attendees must send an email to the Contract Specialist (rebecca.graham@gsa.gov) by 11 AM Alaska Time, on Friday, November 29, 2019 with names, emails, and business affiliation of all attendees representing their company. Questions: Questions concerning this solicitation shall be sent via email to the Contract Specialist (rebecca.graham@gsa.gov). The latest submission date for questions is 10 days prior to the solicitation closing date (block 13 of the SF1442). END OF SOLICITATION NOTICE NOTICE OF AMENDMENT: AM0001 Solicitation 47PL0120Q0007 entitled "AFB Stairwell Railing Paint Projects" is hereby amended as follows: 1. Amendment AM0001 provides Government responses to the following contractor questions: 1.1a. Contractor Question 1: The SOW for both the Annex Railings and the Stairwell Railings are calling for the use of a Sherwin Williams product called Armorseal Rexthane I. This is an industrial high solids single component aliphatic moisture cure urethane floor coating and not a product the manufacturer (Sherwin Williams) would recommend for use on metal hand and stair railings. May we seek a recommendation for SW for an alternative product? • 1.1b. Government Response: Alternatives that meet or exceed the standards may be considered. Reference each SOW, Section 6: Project Description which states, "Sherwin Williams or GSA Contracting Officer approved equal." Reference solicitation provision FAR 52.211-6 Brand Name or Equal, for definition of "equal". 1.2a. Contractor Question 2: Research on the paint that is in the statement of work has a lot of fumes. There is a paint that is just as good that hospitals use and on base that has a lot less fumes. I would like to use the paint that has less fumes which is water based: New Product SW PRO INDUSTRIAL (TM) Pre-Catalysed Waterbased Epoxy Semi-Gloss versus SW ArmorSeal Heavy Duty Floor Coatings. • 1.2b. Government Response: This is an acceptable alternative. See response to question number 1. 2. The solicitation response due date is not extended by this amendment and remains December 13, 2019 at 10:00 AM Alaska Time. 3.
