SUBJECT: PRESOLICITATION ANNOUNCEMENT PRESOLICITATION NOTICE AMENDMENT 0001 Presolicitation Notice: 47PL0119R0054 entitled "GSA Anchorage, Alaska Federal Building Window Replacement" is hereby amended as follows: The applicable NAICS Code for each project is changed from 238350 to read 238150, and the small business size standard remains $15 million U.S. dollars in annual receipts. END OF PRESOLICITATION NOTICE AMENDMENT 0001 NOTICE: 100% SET-ASIDE SMALL BUSINESS PROCUREMENT PROGRAM IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATIONS PART 19. Presolicitation Notice: 47PL0119R0054; GSA - Anchorage, Alaska Federal Building - Window Replacement The U.S. General Services Administration (GSA) has a requirement for two (2) construction projects in the Anchorage, Alaska Federal Building (AFB). Each project will be evaluated and awarded separately. GSA intends to solicit proposals from qualified Small Business firms, for firm-fixed price construction contract(s), to furnish all labor, materials, equipment, tools, and supervision necessary to perform all operations required for the successful completion of each project in accordance with each scope of work (SOWs) and documents referenced in each SOW. These projects are designated as the GSA Anchorage, Alaska Federal Building Window Replacement. Each project under this designation is as follows: •1) 1) AFB Chambers Window Replacement - The purpose of this project is to replace ballistic-resistant windows that are de-laminating. •2) 2) AFB Window Replacement Earthquake Damage (EQ) - The purpose of this project is to replace fogged windows with compromised seals, at the building's exterior and interior windows that have been damaged by recent earthquakes. Major work items for both projects include but are not limited to: Prepare surfaces, remove surface finishes, and provide for proper installation of new work and new finishes. Award will be made to Lowest Priced Technically Acceptable (LPTA) proposal for each project. Evaluation Criteria: The Government will evaluate the submitted qualification packages based on the following Factors: (1) Technical Approach, (2) Experience and (3) Past Performance. Evaluation will be pass/fail evaluation of each Factor. The Government intends to award without discussions but reserves the right to hold discussions if determined necessary. The applicable NAICS Code for each project is 238350, and the small business size standard is $15 million U.S. dollars in annual receipts. Contractors must be actively registered in the System for Award Management (SAM) at time of receipt of proposal to be considered for award. Contractors are required to have a unique entity identifier number and an active registration in SAM (www.sam.gov) in order to conduct business with the Federal Government. FAR 36.204, the magnitude of each project in terms of physical characteristics and estimated price range is as follows: •1) 1) AFB Chambers Window Replacement - Between $100,000 and $250,000. •2) 2) AFB Window Replacement EQ - Between $250,000 and $500,000. Period of performance for each project is 90 calendar days after Notice to Proceed (NTP). All relevant solicitation documents will be available for download on or about July 16, 2019 at this website: Federal Business Opportunities (www.fbo.gov). Any amendments issued to the solicitation will be posted solely on this website. Responses will be due approximately 30 days following the date of the posting of the solicitation. A formal site visit will be organized to occur approximately 14 days following the date of the posting of the solicitation. Registering provides opportunity to receive notifications, which is a tool of convenience only and does not serve as a guarantee of notification.
