The GSA Northwest/Arctic Region, Public Buildings Service (PBS Region 10) is planning to solicit for one (1) Indefinite Delivery Indefinite Quantity (IDIQ) contract for construction projects in federally owned and leased facilities located in the State of Alaska. Firms interested in participating in the solicitation for the GSA Alaska Multiple Award Task Order Contract (MATOC) IDIQ are requested to complete the attached questionnaire. The questionnaire will help GSA in determine the level of industry interest by socio-economic categories within the small business communities. GSA is seeking responses from Small Business (SB), Small Disadvantaged Business (SDB) in the 8(a) program, Service Disabled Veteran Owned Small Business (SDVOSB), Economically Disadvantaged Women Owned Small Business (EDWOSB), Woman Owned Small Business (WOSB) and Historically Underutilized Business Zones (HUBZone). This procurement is anticipated to be assigned to North American Industrial Classification System (NAICS) code 236220, Commercial and Institutional Building Construction. The small business size standard is $36.5M (million). This is not a solicitation. Information submitted to this sources sought notice is strictly voluntary. The government will not award a contract solely based on this notice. This notice is a request by the Government to collect information from construction firms for the purpose of market research. Not providing a response to this notice will not prohibit or exclude a company from participating in any future solicitations. GSA PBS Region 10 contemplates the awarded IDIQ will have a potential contractor award pool of five (5) firms divided into to two geographic zones. One zone will be established for Southeast Alaska, to include federal facilities located in the cities of Juneau, Ketchikan, and Skagway, and other federal sites. The second zone includes the cities of Anchorage and Fairbanks and other federal sites. The total potential contract maximum for this IDIQ is $25M (million). The period of performance will be five (5) years from date of award. The GSA PBS R10 MATOC IDIQ provides a streamlined acquisition tool to compete construction requirements among a qualified pool of contractors. Work to be accomplished includes general construction and tenant improvement for ‘Class A’ office space for federally owned and leased locations. Project delivery methods include noncomplex construction, designbidbuild, and designbuild. Downstream projects will be competed among and between the zones using a standardized Task Order Request for Proposal (TO RFP) request. Subsequent Task Order Contracts’ (TOC) will be awarded on a firm fixed price (FFP) basis. The average period of performance for each TOC is 9 months from award to construction completion date (CCD). GSA estimates approximately 15 (fifteen) task orders will be issued for the entire IDIQ on an annual basis. The average Task Order Contract will be below the Simplified Acquisition Threshold (SAT) of $250k (thousand). The maximum task order value to be allowed by the IDIQ is $750k (thousand). A questionnaire regarding the interest of different socioeconomic categories for small businesses is included in this notice. Information obtained from this questionnaire will be used in the formation of the solicitation and contract requirements, including determinations regarding further restricting competition by available socio-economic categories dependent upon the level of interest, current and forecasted market capacity, and availability of firms capable of performing the projects at the required bonding levels.
