The GSA - PBS - Region 9, Acquisition Management Division intends to issue a Request for Proposal (RFP) for Design/Build construction services at the Edward J Schwartz US Courthouse, San Diego, CA on or about July 24, 2019 with proposals due on or about Aug 28, 2019. This synopsis neither constitutes a Request for Proposal (RFP) nor an Invitation for Bids (IFB), nor does it restrict the government in any way to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Intent of the project - This First Impressions project will address several Action Points and include various improvements for the exterior plaza and the first floor of the Schwartz Courthouse. This acquisition will be released as a competitive set aside to service disabled veteran owned small businesses and woman owned small businesses. The Government intends to award a single Firm Fixed Price (FFP) contract as a result of this solicitation. The NAICS code applicable to this procurement is 236220. Potential Offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents from https://www.fbo.gov. This office will not issue hard copies of the solicitation, attachments, or technical documents. Interested parties are reminded, you must have an active registration in the System for Award Management (SAM.gov) to receive an award. Also, the contractor must have a current certification with the Small Business Administration and 236220 NAICS must show Small Business status. Estimated magnitude for the total project is between $1,000,000 and $5,000,000. Payment and performance bonds will be required within ten (10) days of contract award. A site visit is anticipated to be scheduled approximately 7 calendar days after release of the RFP which will site visit information/ instructions. There will be a period for Questions and Answers. Proposals will be submitted electronically with hard copy Bid Bonds ONLY mailed to the Contracting Office, received no later than 10 calendar days after closing date. The Government reserves the right to cancel the solicitation, either before or after the proposal closing date with no obligation to the offeror. FAR clause 52.232-18, Availability of Funds, will be incorporated into the solicitation.
