Pre-proposal conference 8/3/2022 presentation slides attached 8/4/2022 Pre-proposal sign-in sheet attached 7/13/2022 This Request For Proposal is for the services of a highly qualified Construction Manager as Constructor (herein referred to as CMc) to successfully complete Phase 2B of the Modernization and Expansion of the Calexico West Land Port of Entry. The CMc Scope of Work includes all labor and materials required to provide Architectural, Engineering, Construction, and other related services necessary to successfully complete the project in compliance with all applicable codes. Given the size, complexity, uniqueness, and overall importance nationally and locally, the CMc contractor must have the capability and experience to meet all of the GSA’s contract requirements. Project Description The Calexico West Land Port of Entry (LPOE) is one of the busiest crossings on the southern border. The space required for modern inspection technologies is insufficient and the ability of the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) to accomplish its rapidly changing mission is seriously compromised by the existing facilities. When completed, the project will provide proper operational space for port operations, with reduced traffic congestion and a safe environment for port Customs and Border Protection (CBP) staff and the general public. The overall project involves the demolition of the current Pedestrian and Northbound POV inspection facility and the construction of a new Pedestrian Processing Facility. The downtown Calexico port is the principal gateway between California’s Imperial Valley and the Mexican State of Baja California. On an average day, over 16,000 privately operated vehicles and 12,500 pedestrians enter the United States through this port. The existing facilities are undersized for today’s traffic loads and obsolete in terms of inspection, CBP officer safety and border security. Currently, pedestrian inspection delays cause significant impact to the Imperial Valley economy. The LPOE’s existing structures is being replaced by three (3) buildings totaling 106,605 GSF. The project is being implemented in three (3) phases. Phase 1 Construction, completed in 2018, provided a Head House, ten (10) of the project’s sixteen planned (16) northbound POV inspection lanes; including Primary and Secondary inspection canopies; southbound POV inspection lanes with temporary asphalt paving; and a bridge across the New River for southbound POV traffic. Phase 2A is scheduled to be completed at the end of 2023 which includes selective demolition and modification of existing areas to allow the construction of Phase 2A; a new Administration building; Permanent southbound Privately-Owned Vehicle (POV) non-commercial inspection lanes, inspection islands, booths, canopies and permanent concrete paving; A preprimary inspection canopy for the northbound POV lanes heading into the United States; New POV northbound inspection lanes including, inspection islands, booths, canopies and concrete paving, and expanding the secondary POV inspection area; A new employee parking structure adjacent to southbound inspection that includes an underground pedestrian tunnel from the parking structure under the southbound lanes; and extension of utilities for future Pedestrian building project. The third phase and subject of this solicitation notice is Phase 2B which includes: Construction of New Pedestrian Processing Facility Replacement (demolition of old and replacement of new) Construction of temporary Pedestrian Processing facilities to ensure port operations continues. Rerouting of pedestrian crossing to temporary processing facilities within a covered and secure pathway. Connection to a secure underground pedestrian tunnel between Administration Building and new Pedestrian Processing Facility. Restoration of temporary processing site and pathway. The period of performance of Phase 2B is estimated to be fifty-four (54) months after the issuance of the Notice-To-Proceed. Design Phase Services is anticipated to commence upon award of the contract in November 2022. The Optional Construction Phase Work is anticipated to commence on or about October 2023. This is a competitive acquisition, source selection using the best-value trade-off where technical/management factors are significantly more important than price and price related factors. Price The Guaranteed Maximum Price (GMP) for the Phase 2B construction project is estimated to be between $83,000,000.00 and $93,000,000.00, subject to available of funds. The NAICS Code for this procurement is 236220. Updates to Pre-solicitation Notice and Information to Note (1) Pre-Proposal Conference and Site Visit Pre-proposal conference and site visit is scheduled for Wednesday, August 3, 2022 at 11am PST at the Fernando "Nene" Torres Council Chambers at the Calexico City Hall, located at 608 Heber Avenue, Calexico, California 92231. Pre-registration is required for all attendees to the pre-proposal Site Visit. The Site Visit shall be limited to not more than three (3) representatives from each Offeror. Offerors shall submit a Visitors Request identifying all attendees from their respective team. Participants must submit their Full Name, Date of Birth, Social Security Number and Driver’s License Number. Notification of the location of entry, where attendees are required to meet, and all other requirements for the Site Visit will be issued to the Offerors. Contract Type: The contract type will be Fixed-Price Incentive per GSAM 536.207. The base contract for design phase services is anticipated to be awarded at a firm-fixed price. The initial contract award will also include an Option for Construction Phase Services in the form of a Guaranteed Maximum Price (GMP). The GMP is the sum of the Estimated Cost of Work (ECW), CMc Contingency Allowance (CCA), and proposed Fixed Fee for Construction Work. The ECW is the estimated cost of the construction work, not including the vendor’s administrative overhead expenses. The CCA is an allowance to cover reimbursable costs during construction that are not the basis of a change order. The Fee for Construction Work is the amount established in the construction contract for the CMc's profit and administrative overhead expenses for the Construction Phase Services. The GSA may adjust the ECW based on design phase services to negotiate a final ECW, but GSA will adjust the Fee for Construction Work. The GMP will be tracked through open book accounting that will be reviewed and monitored by GSA and the CMa. The GMP is similar to a ceiling price described in FAR 16.403-2, but is specifically tailored for CMc project delivery. Construction Phase Services are only required if the Government elects to exercise the option. The Government reserves the right not to exercise the option for Construction Phase Services if the GMP exceeds $83,000,000.00 - $93,000,000.00, if there is no agreement on the scope, or if it is not in the Government's best interest. The project will still be in the design phase when the CMc contract is awarded; therefore, a firm-fixed price cannot be established for Construction Phase Services. The benefit of awarding the CMc contract for Design Phase Services prior to completion of the design is that the firm will provide constructability reviews, project coordination, cost estimates, and other specified services to allow for full collaboration with the A/E, CMa, GSA, CBP and other Government Stakeholders. PRICE: The Guaranteed Maximum Price (GMP) for the Phase 2B construction project is estimated to be between $83,000,000.00 and $93,000,000.00, subject to available of funds. SCHEDULE AND SELECTION: The period of performance for the Phase 2B project is estimated to be fifty-four (54) months after the issuance of the Notice to Proceed (NTP) by the GSA Contracting Officer. The project delivery method being used is the CMc. Design Phase Services is anticipated to commence upon award of the contract on or about October 2022. The Optional Construction Phase Work is anticipated to commence on or about October 2023.
