GSA Design-Build Project – Alcan Land Port of Entry (LPOE) – Modernization and Expansion – Phase 1 Solicitation This acquisition is for the design and construction of the modernization and expansion of the Alcan Land Port of Entry (LPOE) located in Tok, Alaska, within the Southeast Fairbanks Census Area. This multi-phase project includes the full replacement of existing port infrastructure, construction of new facilities, and site redevelopment to support enhanced inspection, processing, and mission-critical operations. Scope elements include: Demolition and removal of existing port structures and utilities New construction of approximately 20 buildings, including main inspection facilities, officer quarters, and support structures Phased construction sequencing to maintain port operations Installation of advanced security, communication, and inspection systems Full utility and civil site redevelopment, including paving, water/wastewater, and energy systems Local workforce planning and supply chain considerations due to the port's remote location This solicitation is being released in Phase 1 – Request for Qualifications (RFQ) format, in accordance with the two-phase Design-Build selection procedures. Description: The General Services Administration (GSA), Region 8, intends to issue a solicitation for Design-Build (D-B) services to support the full modernization and replacement of the Alcan Land Port of Entry (LPOE), located approximately 93 miles east of Tok, Alaska, near the U.S.–Canada border. The project will deliver a state-of-the-art, highly secure, and operationally efficient facility to meet the long-term needs of U.S. Customs and Border Protection (CBP) and Canada Border Services Agency (CBSA). 2. Contract Type & Delivery Method: This acquisition will be a firm-fixed price (FFP) Design-Build contract, awarded under FAR Part 15 Source Selection Procedures, utilizing the GSA Design Excellence Program and a two-phase selection process. The solicitation will be Full and Open Competition (Unrestricted). 3. Scope Overview: The D-B team will provide comprehensive design, construction, and closeout services, and will work closely with the GSA’s Construction Manager as Agent (CMa) and other stakeholders throughout all phases. Work includes: Demolition and site prep Facility design and engineering Construction of a new multi-building port complex Sustainable and resilient infrastructure State-of-the-art systems for border operations The project shall comply with the 2025 PBS Core Building Standards, CBP facility requirements, applicable codes, and modern design best practices. The existing facility (built in 1972) is over 50 years old and operates 24/7. 4. The Government is conducting a market survey to identify qualified large and small businesses with substantial design-build experience on complex, remote projects of similar size, scope, and technical challenge. Estimated Construction Magnitude: Over $300 million NAICS Code: 236220 – Commercial and Institutional Building Construction Small Business Size Standard: $39.5 million PROJECT DESCRIPTION The Alcan LPOE is the only year-round, 24-hour U.S. land port serving commercial and personal vehicle traffic between the Yukon Territory, Canada, and interior Alaska. Built in 1972, the aging complex is no longer sufficient to meet current mission needs and environmental demands. The new facility must remain fully operational during phased construction and withstand extreme sub-arctic weather in a remote environment. The project will seek to accomplish the following goals: Provide best value to partner agencies and taxpayers Develop safe, productive, and attractive workplaces Deliver projects on time and on budget Achieve building performance that is resilient and efficient Leverage the skill of America’s most qualified designers and artists Strive for Design, Construction and Operational Excellence Provide stewardship for the next generation of respected landmarks The successful D-B Contractor will provide the best value to the customer agency and taxpayers in providing the following project scope: Demolition of 15 existing structures totaling ~59,000 square feet, and 8 acres of impervious surfaces New construction of ~117,000 square feet and 12 acres of impervious surfaces including: Main Building Inspection Buildings Garages Utility Support Building and below grade Utilidor to all structures Firearms Range Building Community Health and Fitness Building Twenty (20) Housing Units Playground Community Garden Off-Leash Area This complete facility replacement effort will incorporate phased Design-Build delivery while maintaining a fully operational land port, with emphasis on, resiliency, energy efficiency, and occupant health and safety.
