This procurement facilitates an agreement between the GSA and Downtown Sioux Falls (DTSF), Business Improvement District (BID), to permit an annual voluntary service agreement for the GSA property at US Courthouse, 400 S. Phillips and the leased location at Courthouse Square. The purpose of this agreement is to fund a variety of services provided by DTSF to enhance the Courthouse Square Plaza to the benefit of the federal employees in the Courthouse and leased location. These services include management of the plaza to properly control of uses of the plaza and control of unwanted activities. GSA currently does not have an associate in Sioux Falls to handle the day-to-day operations of this plaza. The customers of the Courthouse and the new leased building want the plaza to be an asset to Sioux Falls (i.e. good controlled events and activities with no drunks, skateboarders, homeless, etc.). This can only happen with the proper management of the plaza. Other services will include visitor information and limited security, street and sidewalk cleaning, grounds maintenance, limited snow removal and graffiti removal as needed from events and vendor usage on the plaza. The federally owned U.S. Courthouse, which controls 50% the Courthouse Plaza Square in Sioux Falls, requires a combination of services that are only provided by the MSSF. Currently MSSF provides services to other owners within the district it serves and provides services to the Courthouse Square Plaza. The MSSF assesses the private owners a tax to operate in the district. The MSSF has this authority by virtue of Article of Incorporation as a non-profit organization pursuant to 501-c6. The MSSF is the only source to cohesively and seamlessly provide these services to the plaza of the U.S. Courthouse. Additionally, there is no other source in Sioux Falls, SD with the ability to provide the services and have the expertise to manage the plaza.
