THE SOLICITATION AND IT'S RESULTANT CONTRACT WILL BE SET- ASIDE FOR TOTAL SMALL BUSINESS CONCERNS. This pre-solicitation/solicitation notice is for the procurement to construct a concrete wall, at the VACIS Building, located at the Sweetgrass Land Port of Entry (LPOE), U.S. Interstate 15 North @ Canadian Border, Sweetgrass, Montana 59484. The scope of work entails, but is not limited to: Construct wall to mitigate radiation emitted from within the building, which includes removal of and replacement of existing jersey barriers, excavate surface improvements, trench work, wall and footer construction, backfill work, some electrical, reconfigure gutters, and reconstruct the roadway. Work shall include labor, equipment, supplies, materials and supervision to accomplish work. NAICS - 236220 with a size standard of $36.5 million. The estimated range for the total contract value is between $25,000 and $100,000. Contract completion shall be July 31, 2019. The solicitation will be issued on or about March 1, 2019, with proposals due not later than 4:00pm MST on 4/1/19. Award will be a firm fixed price contract, and the procurement method shall be a competitive negotiated Request for Proposals. The following evaluation factors shall be used in determining the contractor offering the best value to the Government: (1) Past performance and Experience on similar projects, (2) Schedule, and (3) Price. The subject solicitation includes Sensitive but Unclassified (SBU) information. For reasons of security and before release of SBU information, the requestor must complete the Document Security Notice to Prospective Bidders/Offerors Form, and provide the following information: company name and address; point of contact name; phone number; and email address; company DUNS number and Tax ID number; company's bonding limitation for a single contract; and a copy of the company's business license.
