This Justification for an Exception to Fair Opportunity is issued in support of the National Deep Energy Retrofit Program (NDER) Round 5, Energy Savings Performance Contract (ESPC) to add Energy Conservation Measures (ECM) at Multiple Locations in Louisiana and Texas. The NDER 5 ESPC Task Order No. 47PH1123F0001, issued under Department of Energy (DOE) ESPC Indefinite Quantity/Indefinite Delivery (IDIQ) Contract No. DEEE008027. This project is for the procurement of energy audit services and related construction services to complete the selected Energy Conservation Measures (ECMs) in accordance with the Government's intent to reduce energy and water usage. GSA's intent is to use the energy and water savings resulting from these task orders to help the agency move toward meeting the requirements of Executive Order 13834, and EISA 2007.
