Street, Austin, TX 87801 The communication device to be acquired for this elevator modernization project is the MAD MosaicONE VMS (“MAD”). All work performed under this contract shall meet or exceed the current ASME-A17.1 Elevator Code and the Uniform Federal Accessibility Standards.

This is a pre-solicitation notice. The General Services Administration, Public Buildings Service, Greater Southwest Region 7, Acquisition Management Division, intends to issue a Request for Proposal (RFP) for the modernization of 4 existing high-rise elevators at J.J Pickle Federal Building, 300 East 8th Street, Austin, TX 78701. This procurement is a 100% Small Business Set-aside. The estimated construction cost magnitude for all work under this project is between $1,000,000 and $5,000,000. The applicable North American Industry Classification System (NAICS) code for this project is 238290 Other Building Equipment, with a size standard of $22 Million. All responsible, qualified firms are encouraged to submit a proposal. The source selection process and criteria will be based on the Best Value trade-off methodology. The solicitation is anticipated to be issued on or around May 4, 2023. A site visit or pre-proposal meeting will be conducted, the date and time to be set-forth in the solicitation package. Interested firms are encouraged to attend the pre-proposal meeting. The solicitation closing date will be approximately 30 days after its issuance; the actual date and time will be identified in the solicitation. The General Services Administration, Public Buildings Service is seeking to Modernize/ Repair/Upgrade four (4) existing Gearless Traction Passenger elevators to replace all existing obsolete components. Provide new AC machines, solid state microprocessor controls, cab, doors, and all associated work to provide four complete new passenger elevators. All work performed under this contract shall meet or exceed the latest ASME-A17.1 Elevator Code and the Uniform Federal Accessibility Standards. In accordance with FAR 36.204, disclosure of the magnitude of construction projects, the construction cost of magnitude is between $1,000,000 and $5,000,000. The NAICS code is 238290 and the current small business size standard is $22.0 Million. It is anticipated that this project will take approximately 550 days to complete. Please note that there is no solicitation at this time; the purpose of this announcement is to identify available sources only. Award of any resulting procurement will be based on a source selection employing a “Best Value Concept” methodology. This is a survey of the market of potential small businesses. In response to this announcement, please provide the following: business name, business address, contact phone number and email address. Firms responding to this Sources Sought shall address the following: (1) Manufacturer/Brand elevator system you currently service. (2) It is requested that interested small businesses submit a brief capabilities statement package (no more than 5 pages in length, single-space, (12 point font) demonstrating the ability to perform the requested work. (3) Relevant experience: Provide 3 projects to include experience in similar size and scope of projects performed within the last five years, include whether the project was performed as a prime or sub-contractor, value, square footage of project, a brief description of how the project relates to the technical work required described herein. (4) Statement regarding bonding capabilities. (5) Indicate if your company is a small business and the socio-economic status, if any. (6) It is anticipated that the resultant solicitation will require the prime contractor to perform a minimum of 90% of the total elevator work. Subcontractors may include fire alarm, electrical, etc.; please confirm that your company can meet this requirement. All interested firms shall be required to register in the Government’s System for Award Management (SAM) at www.sam.gov. Prior Government work is not required for submitting a response under this Sources Sought synopsis.
