The General Services Administration (GSA), Public Buildings Service (PBS) announces an opportunity for an elevator contractor for the modernization of twelve (12) existing gearless traction passenger elevators, in two groups of 6 and one (1) gearless traction service Elevator No. 13. There also is an option to modernize one (1) existing gearless traction for the Judge’s/Marshal’s Elevator No. 14. The elevator modernization project shall meet or exceed the current ASME-A17.1 Elevator Code and the Uniform Federal Accessibility Standards for this project located at the Earle Cabell Federal Building, Dallas, TX. The North American Industry Classification System (NAICS) Code for this procurement is 238290. The size standard is $16.5 million per year. This is an unrestricted procurement open to all large and small business concerns. The estimated contract value is between $5,000,000 and $10,000,000. Contractors should price according to the specifications. The Request for Proposal (RFP) is issued as of September 17, 2020 and is attached to the beta.SAM.gov Notice. The offeror selected for award must be registered in the Government's System for Award Management (SAM), www.sam.gov. A pre-proposal conference and site visit is scheduled to be held on September 23, 2020 in Dallas, TX. The specific date, time and location is provided within the RFP. Attendance at the pre-proposal conference is not mandatory, but is strongly encouraged. Submit all questions regarding the solicitation in writing to the Contracting Officer by October 12, 2020. Any responses provided by GSA will be posted to beta.SAM.gov as an Amendment to the Solicitation. GSA intends to contract for complete construction services with the contractor that offers the best overall value to the Government by demonstrating a commitment to construction excellence, by providing and maintaining a viable team organization and by adherence to the budgetary and time parameters for this project. The offeror selected shall be required to supply all labor, materials, equipment, supervision, transportation and management to perform the complete services as required by the SOW under the resultant contract. The contractor will be chosen competitively utilizing FAR Part 15 Source Selection procedures and the Best Value/Trade-off process. The Government has determined it to be in its best interest to consider award to other than the lowest priced offeror. Therefore, combined technical evaluation factors will be significantly more important than cost or price. The final price will encompass all-inclusive costs for the entire construction project. The Government anticipates the award of a Firm, Fixed-Price Contract that offers the best overall value to the Government. This procurement is open to small and large business concerns. All offerors (if not a small business concern), shall submit a Subcontracting Plan, pursuant to FAR Part 19.7. GSA Region 7's Socio-Economic Program goals are listed within the RFP. The General Services Administration (GSA), Public Buildings Service (PBS) is seeking an elevator contractor for the modernization of twelve (12) existing gearless traction passenger elevators, in two groups of 6 and one (1) gearless traction service Elevator No. 13. There also is an option to modernize one (1) existing gearless traction for the Judge’s/Marshal’s Elevator No. 14. The elevator modernization project shall meet or exceed the current ASME-A17.1 Elevator Code and the Uniform Federal Accessibility Standards for this project located at the Earle Cabell Federal Building, Dallas, TX. Any firm must be an elevator contractor firm under NAICS code 238290. The current small business size standard is $16.5 Million. It is anticipated that this project will take approximately 730 days to complete. Award of any resulting procurement will be based on a source selection employing a “Best Value Concept” methodology. GENERAL CONSTRUCTION REQUIREMENTS: In accordance with FAR 36.204, disclosure of the magnitude of construction projects, the construction cost of magnitude is between $5,000,000.00 and $10,000,000.00. Any firm other than small businesses will be required to submit a Small Business Subcontracting Plan with their proposal. LOCATION OF THE WORK: Earle Cabell Federal Building, 1100 Commerce Street, Dallas, TX. THIS PROCUREMENT IS FOR FULL AND OPEN COMPETITION. TENTATIVE DATES: The solicitation will be issued on or about September 17, 2020. The proposal due date will be on or about October 21, 2020. The date for a pre-proposal conference will be established and posted as part of the Solicitation package. Site visits shall be conducted with a maximum of 10 people present to prevent exposure to and spread of the COVID-19 virus. If necessary, multiple site visits will be scheduled to accommodate prospective proposers. Attendance at this conference is vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Award is anticipated to be on or about December 16, 2020. The period of performance is 730 calendar days after notice to proceed. PROCEDURES FOR AWARD: A solicitation will be issued requesting a written technical and price proposal. The Government will make award to the responsible offeror whose proposal conforms to the solicitation and is most advantageous to the Government, non-cost (technical) factors and cost/price considered. For this solicitation, all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The Government intends to evaluate each proposal for technical acceptability based upon the five following non-cost factors: (1) Technical Approach, (2) Experience, (3) Schedule, (4) Past Performance, and (5) Preventive Maintenance Approach. It is the Government’s intention to award without discussions, but if determined necessary, the Government reserves the right to hold discussions.
