The General Services Administration (GSA - PBS),... BOLLARD REPAIR - THIS PROCUREMENT IS TO A SINGLE SOURCE, CHAMBERS ENGINEERING. THE CONTRACTING OFFICER HAS MADE THIS DETERMINATION PER FAR 13.106-1(b). The General Services Administration (GSA - PBS), Region 7, Acquisition Management Division (AMD) requires general construction services for the repairs of concrete security bollards at the Earle Cabell Federal Building located at 1100 Commerce Street Dallas, Texas 75242 The goal of the project is to repair and refinish the existing concrete bollards with urgency to protect against security threats such as car bombs. The work entails, but is not limited to: • Repairing the concrete bollards. • Repair concrete bollard bases. • Replace metal piping/rebar. • Refinishing concrete bollards with matching epoxy. This procurement is a sole source urgent security repair. Funds are currently available. The North American Industrial Classification Code (NAICS) for this acquisition is 236220 (Commercial and Institutional Building Construction) with a size standard of $36.5 million. The total estimated cost is between $100,000 and $250,000. General construction services are expected with a performance period of 60 calendar days after onsite notice to proceed is issued; all work shall be fully completed in calendar year 2019. The resulting contract will be a firm-fixed price contract. Evaluation factor is price with award to a responsible contractor whose proposal conforms to the solicitation and provides the best value to the Government. The solicitation is expected to be released on or about March 8, 2019 with a closing date of March 19, 2019. A pre-proposal site visit will be scheduled within one week of the issuance of the solicitation; notification to the Contracting Officer of proposed attendance will be required. An award is anticipated on or about April 19, 2019. The Government reserves the right to make an award on the initial offer, but discussions may be held if appropriate. FedBizOpps is designed to safeguard sensitive but unclassified (SBU) acquisition information and is fully integrated with other electronic Government initiatives, including the System for Award Management (SAM) (www.sam.gov). Contractors not registering in these systems will be ineligible to download the solicitation and ineligible for an award.
