SOLICITATION: THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. INFORMATION RECEIVED WILL BE USED TO DETERMINE THE AVAILABILITY OF TECHNICALLY CAPABLE AND OTHERWISE RESPONSIBLE FIRMS THAT WOULD BE INTERESTED IN SUBMITTING OFFERS FOR THIS ANTICIPATED SOLICITATION. The General Services Administration, Public Building Service is seeking sources capable of performing construction service to replace the Heating, Ventilation and Air Conditioning (HVAC) System and venting in and around the Marble Hall in the U.S. Custom House, located at 423 Canal Street, New Orleans, LA 70130. The Work is defined by the Contract Document and consists of the following: The primary intent of this project is to reduce the noise from the HVAC system in the historic Marble Hall. Work includes removing HVAC equipment, installing new HVAC ductwork and equipment and grilles. Work also includes re-working the attic ventilation system. Selective Demolition work includes and is not limited to the removal of concrete masonry and other existing systems shown on drawings. New finish out work includes and is not limited to interior HVAC grilles, ductwork, HVAC equipment, and HVAC controls. Acoustical levels in accordance PBS P-100-Facilities Standards for the Public Building Service, 2010 version. The estimated cost range for all work is between $1,000,000 and $5,000,000. This procurement will be Set Aside for Small Businesses in accordance with FAR Part 19. Work to be performed under the contemplated contract will be within the North American Industry Classification System (NAICS) Code 238220 with a size standard of $15 Million. All offerors are advised that this project may be revised or canceled at any time during the pre-solicitation synopsis, solicitation, selection, evaluation, negotiation, and final award. For the purposes of FAR 52.236-1, Performance of Work by the Contractor; the contractor selected for the award shall perform 90 percent of the work. The solicitation will be available on or about August 30, 2019. Access to the project specifications will be made to those vendors who submit a request via FBO Explicit Access request. Once reviewed the contract specialist will authorize the vendor access and an email will be sent to the vendor notifying them of their approval to download the documents. It is anticipated that this project will take approximately 365 calendar days to complete. Please note that there is no solicitation available at this time; the purpose of this announcement is to identify available sources only. Any award resulting from this procurement will be based on a source selection employing a "Best Value Concept" methodology. This pre-solicitation synopsis will close on August 21, 2019.
