Kazen Federal Courthouse in Laredo, Texas. All work performed under this contract shall meet or exceed the latest ASME-A17.1 Elevator Code and the Uniform Federal Accessibility Standards and conform to Specification Section 14210. PROCEDURES FOR AWARD: This project will be solicited and awarded via the best value, trade off source selection process in accordance with FAR Part 15 -Negotiations. The goal of this method of evaluating technical factors and price is to select the proposal that offers the best balance between selecting the most experience/qualified/capable contractor for this specialized work while providing a fair and reasonable price to the government and minimizing performance risk. A solicitation will be issued requesting both written technical and price proposals. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government or considered the best value, non-cost (technical) factors and cost/price considered. Award may be made without discussions; therefore, offerors will be requested to submit their best proposal terms (price and technical) to the government initially.
